SUMMARY:
The HSE Field Safety Technician is responsible for coordinating and administering Health, Safety, and Environmental (HSE) activities at Russell Marine, LLC project and yard locations in accordance with Company and regulatory guidelines. This position will work closely with Project Managers, Superintendents, and Foremen, as well as skilled or semi-skilled craft workers to support the successful, safe completion of marine and railroad construction projects. This is considered a Supervisory position with no direct reports.
Job Duties And Responsibilities
• Communicate and coordinate with on-site staff daily in addition to when safety issues arise.
• Monitor marine vessels, equipment, and crew activities to ensure compliance with and enforcement of HSE and related Company policies, including verifying knowledge of safety procedures and ensuring proper use of personal protective equipment (PPE).
• Lead and conduct Hazard Analysis for job sites and barges, including Job Hazard Analysis (JHA), Activity Hazard Analysis (AHA), and task risk mitigation, which may include performing inspections, monitoring internal processes/controls, general sanitation, and housekeeping.
• Immediately reports all accidents, incidents, and near-misses to management. Facilitates Company safety protocol by escorting involved personnel to a designated facility for medical treatment, ensuring required Drug/Alcohol tests are performed per Company policy, and submitting the proper documentation, investigations, root cause analysis, and lessons learned to the HSE Manager and other appropriate personnel.
• Notify Superintendent and/or Foremen of employees selected for random drug testing and provides accurate directions for timely completion.
• Lead daily safety meetings by providing training for routine and project-specific tasks, e.g. PPE requirements, CPR, First Aid/AED, Blood-Borne Pathogens, Confined Space Rescue, etc. in order to promote an Incident and Injury-Free mindset.
• Assist in the development and implementation of site and/or client-specific HSE policies.
• Maintain a record of required crew certifications and coordinates training in advance of expiration.
• Perform other related duties as assigned by HSE Manager.
Required Qualifications
• Certification(s)/Education: High school diploma or equivalent. Must possess a Transportation Worker Identification Credential (TWIC) or be willing/eligible to obtain one upon hire. Valid Driver’s License with 3 years of clean driving record. 30-Hour OSHA Construction Industry Safety Course. Adult CPR and First Aid/ AED.
• Experience: Three (3) years of construction safety experience. Practical experience and/or training in lock-out/tag-out procedures, fall protection, confined space requirements, concrete work, excavations, and atmospheric testing.
• Knowledge/Skills/Abilities (KSA): General knowledge of and experience with OSHA, USACE, Coast Guard, and EPA regulations. Possesses strong written and verbal communication skills in English to effectively present information and respond to questions from managers, clients, and customers. General knowledge of crane and rigging operations. General understanding of and familiarity with industry Safety Management Systems and other common software like the Microsoft Office Suite.
Preferred Qualifications
• Certification(s): Construction Site Safety Technician (CSST), Certified Occupational Safety Specialist (COSS), Associate Safety Professional (ASP), and/or EMT-B Certification.
• Experience: Five (5) years of safety experience in the construction industry.
• Knowledge/Skills/Abilities (KSA): Extensive knowledge and understanding of the application of OSHA, USACE, Coast Guard, and EPA regulations. Comprehensive knowledge of practices & materials involved in marine construction. Basic knowledge of operating various types of marine equipment and devices. Competent Person (CP) in Fall Protection, Confined Space, and Excavations.
WORKING CONDITIONS
• The individual must be able to perform the essential functions of the job with or without reasonable workplace accommodation.
• The individual must also be able to wear and properly utilize PPE to work or visit within areas where it is required. This includes a hard hat, safety glasses, life vest, respirators, ear plugs, steel-toed shoes, personal floatation devices (PFD), and/or other protective equipment.
• The individual frequently works near moving mechanical parts and must be able to adapt to temperature changes, outdoor conditions, and prolonged exposure to dusty, wet, or humid conditions, loud noises, and vibration.
• The individual may be required to work long hours and/or weekends. Additionally, some out-of-town or overnight travel may be required.
• The individual may occasionally be required to sit in a vehicle for up to 8 hours.
• The individual must meet specific vision abilities, such as close vision and color vision.
• The individual may be required to walk, step, climb, or otherwise move from one location on the job site to another, which may be of varying heights and access parameters.
• The individual may be required on occasion to climb ladders, stoop, board boats, kneel, crouch, and/or crawl.
• The individual may be required to lift objects with a minimum of 10 lbs. and a maximum single-person lift of 50 lbs. This could result in frequent lifting or carrying depending on project needs.
