About the position
The Green Building Energy Conservation Specialist is a pivotal role within the City of Tempe, responsible for the development, implementation, communication, administration, and review of plans related to the city's adopted building codes, as well as green and energy codes. This position plays a crucial part in ensuring that all building projects comply with the necessary regulations and standards, promoting sustainability and energy efficiency in the community. In this role, the specialist will examine plans and specifications for a variety of projects, including residential, commercial, industrial, and multi-family developments. The primary focus will be on determining compliance with the city's building codes, mechanical, electrical, plumbing codes, fire protection requirements, accessibility requirements, zoning ordinances, and energy modeling reports. The specialist will also be responsible for reviewing building system commissioning reports and other related technical data to ensure adherence to established standards. The specialist will provide technical leadership in areas such as whole building energy modeling, outcome-based codes, energy commissioning, retro commissioning, HVAC systems, renewable energy, energy storage, and electric vehicles. As a subject matter expert, the specialist will advise on a wide range of energy and green-related topics, supporting the complete permitting process, including general plan reviews as assigned. Additionally, the specialist will support all aspects of the energy and green building program, which includes program development, plan review, collaborative inspections, and training for all stakeholders involved in the building process.
Responsibilities

• Serve as a subject matter expert on energy and green building topics.

• Support the complete permitting process including general plan review.

• Assist in the development and implementation of energy and green building programs.

• Conduct collaborative inspections and provide training to stakeholders.
Requirements
• Five years of experience in building construction, building plan review, or related fields.
,
• Experience in general building code review including structural, mechanical, electrical, and plumbing systems.
,
• Two years of experience with an emphasis on energy and green building requirements is preferred.
,
• Bachelor's degree in civil, structural, mechanical, electrical engineering or related field, or equivalent experience.

• Possession of a valid driver's license.
,
• Possession of the ICC Building Plans Examiner (B3) certificate.
,
• Ability to obtain ICC Inspector/Plans Examiner certificate within six months of hire.
