The County of Orange is seeking an Environmental Sustainability Analyst to assist with the Climate Action Plan (CAP). Responsibilities include data analysis, policy development, grant funding research, and collaboration with various stakeholders. This position aims to enhance the County's green initiatives and improve sustainability efforts. The role is based in California and is not remote.

Environmental Sustainability Analyst
(Business Services Analyst)

This position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 – 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an Open eligible list that will be used to fill current and future Business Services Analyst positions. The eligible list established may also be used to fill position in similar and/or lower classifications throughout the County of Orange.

OC WASTE & RECYCLING
OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. The Department is committed to its exceptional record of regulatory compliance and excellence. OCWR partners with the Orange County-based Discovery Cube to sponsor the Eco-Challenge educational exhibit that teaches thousands of students each year to reduce, recycle, and reuse in their daily life.

THE OPPORTUNITY
This position will primarily be responsible for assisting with the development, adoption, and funding related to the County’s Climate Action Plan (CAP). Associated duties related to the position include gathering and researching data; conducting analyses; providing input into programs and policies; developing policies and procedures; and to serve as liaison to both internal and external agencies and stakeholders. In addition, a primary focus of the position will be related to grant funding and identifying other cost-saving opportunities for the County related to green technology, clean energy, retrofits, or incentives. Additional funding will enhance the unit’s ability to meet and expand its objectives including the successful implementation of CAP measures. Specifically, this position will be responsible for researching available and applicable grant funding, reviewing, and completing all necessary requirements, executing submittal processes/procedures/tracking, and administering grants and funds received. In addition, this position will identify potential collaborations with funding partners within the County as well as with other cities, non-governmental entities and academic institutions. While this position is within OC Waste & Recycling, the CAP is a Countywide initiative. As such, this position will work with multiple County departments as well as our Board of Supervisors offices.

Job duties include, but are not limited to:
• Provide program support, assist with administration, and management of operational activities of the Environmental Sustainability Unit
• Research and develop original program, project, policy, grant-related, training, and related reports, materials, plans, contracts, letters, and other documents; reviews materials prepared by others; and makes presentations, as assigned
• Research, manage, and administer grant activity and provide program support, development, implementation, and management of the CAP and related projects; as well as project management support with CEQA (California Environmental Quality Act) documentation and any mitigation monitoring
• Review and assess impacts of policies, regulations, laws, and statutes; provide informational presentations regarding climate action and sustainability planning and development to internal and external stakeholders; and maintain communication with internal and external agencies and stakeholders providing support and timely information
• Provide general oversite of contracts and Memorandum of Understandings with internal and external stakeholders and agencies; assist with the tracking and review of deliverables; maintaining communications with partners by providing support and timely information
• Develop the County’s first “Green” newsletter and assist with social media and public forums
• Respond to inquiries from the public, internal staff, and external agencies; troubleshoot and provide support in resolving issues; maintain communication with partners and department staff

A hybrid work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs.

DESIRABLE QUALIFICATIONS
The ideal candidate will have three (3) years of experience related to environmental sustainability, climate change, grant writing, California Environmental Quality Act (CEQA) implementation, or overall environmental advocacy. A bachelor’s degree or higher in environmental science, sustainability, environmental policy, public policy, or related field is required for this position. A bachelor’s degree in a related field may substitute for one (1) year of the required experience, and a master’s degree in a related field may substitute for two (2) years of the required experience.

In addition, the ideal candidate will possess management level expertise that demonstrates strong knowledge in the following competencies:

Technical Expertise
• Knowledge of federal and state mandates related to climate change
• Familiarity with the California Environmental Quality Act
• Grant writing ability at the state and federal level
• Familiarity with County political structures and approval processes
• Ability to prepare and/or deliver speeches, lead meetings, and work with elected officials
• Ability to complete tasks under tight timelines
• Proficient in MS-Office suite

LICENSE REQUIRED
The successful candidate must possess a valid California Driver's License, Class C or higher, by date of appointment and maintain while employed in the assignment.

RECRUITMENT PROCESS

Candidates will be interviewed and rated by job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Eligible List | Selection Interviews
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
