The role involves supporting field offices in programming, capacity building, and resource mobilization for environmental projects. Key responsibilities include implementing environmental policies, engaging with donors and partners, and monitoring ESCA initiatives. The position aims to enhance the organization's impact on vulnerable children through effective environmental stewardship.

Job Description*:
JOB PURPOSE
- Support Field offices to set up and improve programming in ESCA projects and build their capacity to do so.
- Work with Regional Office and Field Office’s to raise grant and other resources to fund environmental projects
- External and Internal (World Vision Partnership) Engagement - Be a focal point for ESCA issues in cross and multisector programming, including commissioning and overseeing relevant field research/ positioning materials, establishment of external partnerships and help position MEER regional office in the WV Partnership on ESCA issues.

MAJOR RESPONSIBILITIES

Roll out of Environment policy:

- Ensure that World Vision’s (WV) Environment Stewardship Policy and other key external ESCA commitments are known across the Region.
- Work with the Regional Humanitarian and Emergency Affairs (HEA) Director to develop a simple action plan that covers all offices and programming and that can help to meet WV’s ESCA commitments
- Nurture a community of practice at field level that can help to implement environmental programming and that will take practical steps to reduce WV’s environmental footprint.
- Develop compelling materials to strengthen WV MEER Field Office buy in, commitment and passion for work on ESCA (e,g, case studies of success, business cases, Return on Investment etc)
- Work with relevant internal stakeholders to implement pilot approaches to measure WV MEER Field Offices and Regional Office carbon footprint and subsequent measures to reduce impact.
- Monitor and track FO implementation of ESCA initiatives and report against relevant Regional and Global KPIs

Field Office Support:

- Work with Field Offices’ to identify gaps and opportunities for capacity building to strengthen ESCA programming.
- Upon request contribute to WV MEER Field Office strategies and plans on ESCA.
- Plan, design and provide tailed capacity building approaches to offices in the MEER region on ESCA topics and project models.

Resource Mobilisation
- Advise WV MEER Field Offices on strategies, approaches and positioning to secure funding for ESCA projects.
- Work with Global Centre (Headquarters) ESCA and relevant funding offices and functions to build WV MEER Field Office capacity to meet sector and major grant donor requirements on ESCA (e.g. ECHO's Minimum Operations Requirements)
- Work with MEER GAM to identify, map and communicate ESCA funding opportunities to WV MEER Field Offices.

External and Internal Engagement:

- Strategically engage with Donors, their respective Funding Offices and other partners in a response, development or nexus context, to ensure that WV is positioned as a viable partner for ESCA programmes.
- Work with WV MEER Field Offices to broker external partnerships that can forward ESCA work at field level.
- Represent the region effectively in key organisational discussions, platforms and fora to ensure that WV MEER Field Offices can get what they need from the WV Partnership and funding offices (E,g, Access to Funding Office and Headquarters Technical Expertise, tools and approaches are field friendly etc)
- Maintain partnerships with organizations, think tanks and agencies to fund and implement ESCA or integrated programs.
- Support the development of a regional ESCA capacity statement and regional evidence of impact in cooperation with the WV MEER External Engagement Team and where needed, support MEER Field Offices in developing field level capacity statements.
- Advise WV MEER Field Offices on ESCA related policy statements as requested.

KNOWLEDGE QUALIFICATIONS FOR THE ROLE

Required professional experience and education
- Relevant Degree and related professional qualifications
- Proven track record of growing communities of practice and influencing senior field stakeholders (Eg. Operations Directors, Head of Mission etc) is vital.
- Able to think and plan strategically and do practical field assessments, visits, proposal writing etc.
- Knowledge of Livelihoods, international development, humanitarian response, project management or other relevant field is an added advantage.
- A minimum of 5 working experience in the design, implementation and funding of humanitarian and development programmes.
- Good track record in resource raising from Bilateral and UN Donors is required.
- Experience in development of projects, training materials, conducting training (face to face and online) and providing technical assistance.
- Understanding of the sector, donor and UN landscape for ESCA.
