Environmental Specialist II (Flexible/Hybrid)

The State of North Carolina is hiring an Environmental Specialist II for a hybrid position in Washington, NC, involving 40 hours of work per week. The role focuses on implementing the animal waste program, conducting compliance inspections, reviewing permit applications, and coordinating emergency responses. The position allows for a mix of office and remote work, with telework options subject to management's discretion. The anticipated start date is April 1, 2025.

The Environmental Specialist II position will be the lead for implementation of the animal waste program in the Washington Regional Office. Â The position also functions as the lead animal program representative for the Washington Regional Office in special projects, workgroups, and other interests.Â

Key Responsibilities
• Perform compliance inspections of concentrated animal operations facilities (CAFO) and provide overall guidance related to inspections and waste management system.Â
• Review various types of CAFO permit applications and corresponding technical documents.Â
• Coordinate activities with the Division of Soil & Water Conservation and work with Central Office DWR staff.Â
• Coordinate emergency response actions during environmental emergencies or natural disasters.Â
• Â Provide technical accuracy and consistent implementation of the CAFO programs.Â
• Train new compliance enforcement personnel (inspectors) along with new CAFO staff.Â

The Division of Water Resources

The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. To qualify for this position, applicants must document on the application that they possess ALL of the following:
