About the position
The Ohio Environmental Protection Agency (EPA) is seeking an Environmental Specialist 2 to join our team in the Division of Materials and Waste Management (DMWM) at the Northwest District Office in Bowling Green, Ohio. This position is crucial in our mission to protect the environment and public health by ensuring compliance with federal and state environmental laws. As an Environmental Specialist, you will play a key role in waste management and safe disposal options, which are our top priorities. In this role, you will be responsible for reviewing engineering plans and permit applications for landfills and waste transfer stations. You will ensure that waste management facilities operate in compliance with applicable state laws, regulations, and approved permits. Your duties will include conducting field inspections, such as observing the construction of landfill liner systems, and investigating complaints related to waste management practices. You will also provide technical assistance to boards of health, local and municipal officials, county commissioners, and industry professionals regarding solid waste, construction and demolition debris, and infectious waste siting proposals. Key tasks will involve reviewing proposed designs for engineering soundness and compliance with regulations, observing and assessing construction activities, advising contractors on proper soil compaction and liner installation, and preparing reports and letters related to compliance with permits or regulations. This position offers a hybrid work schedule, combining remote work with in-office and field responsibilities, with in-person requirements subject to change based on operational needs.
Responsibilities
• Review engineering plans and permit applications for landfills and waste transfer stations.

• Ensure compliance of waste management facilities with state laws and regulations.
,
• Conduct field inspections of landfill liner systems and other waste management facilities.
,
• Investigate complaints related to waste management practices.
,
• Provide technical assistance to local officials and industry professionals regarding solid waste management.
,
• Prepare reports and letters regarding compliance with permits and regulations.
,
• Advise contractors on proper soil compaction and liner installation.
Requirements
• 12 months of experience as Environmental Specialist 1 or equivalent experience.
,
• 4 years of training or experience in engineering, chemistry, physics, biology, environmental science, geology, or a related field.
,
• Experience conducting compliance monitoring surveys, inspections, or reviews.
,
• Experience reviewing permit applications related to oil and gas operations, solid/hazardous waste sites, or wastewater discharges.
,
• A baccalaureate degree in engineering, chemistry, physics, biology, environmental science, earth science, or urban and regional planning.
Nice-to-haves
• Experience in civil or environmental engineering.
