Job Description

The County of San Mateo is seeking an Environmental Services Manager for its Hospital and Clinics, responsible for overseeing housekeeping, laundry, and medical waste management. The role requires at least 7 years of experience in a hospital setting, managing large teams, and ensuring compliance with health standards. The position is full-time and located in California, with responsibilities including policy development and contractor management.

San Mateo Medical Center is currently seeking an Environmental Services Manager of its Hospital and Satellite Clinic campuses. The Environmental Services Manager plans, coordinates, implements, and manages the activities of Environmental Services (EVS) to include housekeeping, laundry and linen services, and medical waste management. The incumbent shall provide leadership, direction, and oversight for continuous improvement of the standard EVS operating models to align and support SMMC’s mission and vision and oversight of both the San Mateo County custodial staff and contracted staff. This position ensures a consistently high level of cleanliness and aesthetics to patients, visitors, and staff; and performs a variety of technical tasks related to assigned areas of responsibilities.

The ideal Candidate will possess at least 7 years of experience managing a large team in the hospital environment, experience managing teams spread across multiple sites, leading through successful The Joint Commission and Environmental Health surveys, and implementation of Lean tools and principles such as standardization of work flows and continuous improvement. The ideal candidate also has experience developing education, training, and supervisory development programs. Experience in managing contractor performance and systemizing standards is also a plus.

SUPERVISION RECEIVED AND EXERCISED

Receive direction from higher-level management. Exercise direct and indirect supervision over supervisory and custodial workers.

Examples Of Duties

Duties may include, but are not limited to, the following:
• Plan, organize, direct, assign, and evaluate the work of supervisory and custodial workers engaged in environmental hygiene maintenance.
• Develop and implement policies, procedures, service standards, and quality improvement initiatives to ensure compliance with laws, rules, and regulations of accrediting hospital bodies.
• Ensure department adheres to applicable regulatory agency compliance standards for Hospital and Federally Qualified Health Center (FQHC) Accreditation, Federal and State requirements, and SMMC policies and procedures, particularly in the areas of waste segregation and management and infection prevention and control.
• Inspect and review work to ensure compliance with established policies and procedures and established standards of service.
• Determine needs, recommend use of, and manage contractual arrangements for custodial and related services for SMMC.
• Build and manage contracts for environmental services functions at satellite clinic campuses, laundry and linen, and medical waste management.
• Select, supervise, and evaluate supervisory and custodial workers; ensure staff training; and direct personnel actions, such as promotions, transfers, discharges, and disciplinary measures.
• Participate in the development and administration of division budget; oversee maintenance of fiscal controls and procurement activities; provide forecasts of additional funds needed for staffing, equipment, materials, and supplies; monitor expenditures; and ensure accomplishment of objectives within budgetary constraints.
• Investigate and resolve complaints pertaining to service deficiencies; explain policies and procedures; and adjust service as necessary.
• Report conditions of building and facilities in need of repair to other units responsible for repair; and follow up to ensure corrective action was taken.
• Develop product specifications and evaluate various products prior to purchase.
• Provide information and consultation services for new spaces including renovations and new buildings.
• Research, prepare, and maintain technical, fiscal, and administrative reports and records.
• Establishes self as the Subject Matter Expert (SME) for environmental services, regulatory compliance, and training.
• Perform related duties as assigned.

Qualifications

Knowledge of :
• Principles and practices of public administration and program management, including planning, implementation, evaluation, and reporting.
• Principles and procedures of personnel management such as supervision, training, and performance evaluation.
• Principles of management and enforcement of conditions of a variety of service contracts.
• Principles of infection prevention and control, and safety.
• Principles of lean thinking and methodology.
• Cleaning supplies, tools, and equipment and the requirements for their procurement.
• Flooring, building and furniture materials, and fabrics as it relates to cleaning supplies, tools, and equipment.

Skill/Ability to :
• Organize, direct, and coordinate the activities of large custodial staff.
• Develop and implement operational and service standards, policies, and procedures.
• Administer, monitor, and control division budget and expenditures.
• Analyze situations and problems accurately, identify alternative solutions, project consequence of proposed actions, and make decisions in accordance with service standards and County policies and procedures.
• Collect and measure data to establish baselines, find benchmarks, and set performance goals.
• Build contracts to align with compliance standards of regulatory agencies, pertinent SMMC policies and procedures, and first impression/appearance expectations. Provide excellent stewardship with use of resources in the process.
• Manage contracts to the expectations spelled out in the agreements.
• Read and interpret contract plans, legal documents, specifications, documents, and blueprints.
• Communicate effectively both orally and in writing.
• Maintain clear, concise, and detailed operational, administrative, and financial records and reports.
• Select, supervise, train, and evaluate supervisory and custodial staff.
• Establish and maintain effective working relationships with others contacted in course of performing assigned duties.

Education and Experience :

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
• Five years of increasingly responsible administrative experience developing and enforcing operational standards, policies, and procedures in environmental services and/or acute care related service departments, including two years of experience supervising a large workforce.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in the County of San Mateo, California and applicants must participate at their own expense.
