True Environmental is seeking an Environmental Scientist in Washington, DC to provide technical assistance for water resources projects, focusing on MS4 and TMDL compliance. Responsibilities include stormwater infrastructure inspections, regulatory compliance consulting, and client coordination. Candidates should have a Bachelor's degree in environmental science, 5 years of relevant experience, and strong proficiency in Microsoft Office. Fieldwork in various conditions is required.

You will provide technical assistance for our water resources projects. Many of our projects serve public sector clients, which requires a high level of service and quality. Candidates should have a solid understanding of the Virginia Pollutant Discharge Elimination System (VPDES) stormwater program, including Municipal Separate Storm Sewer System (MS4) and Total Maximum Daily Load (TMDL) compliance. We are looking for a passionate person who is self-motivated and eager to provide support and expertise to our water resources engineering and planning projects.
What you'll do
Provide leadership in water resources and regulatory compliance consulting including:
• MS4 and TMDL program planning and implementation
Stormwater infrastructure inspections and investigations including but not limited to the following:
• Stormwater management (SWM) facility inspections
• Pollution prevention and good housekeeping/Stormwater Pollution Prevention Plan (SWPPP) site visits and inspections
• Construction site management/erosion and sediment control (ESC) measure inspection
• Other environmental-related field activities
• Inspection report and planning document preparation and review (Quality Assurance/Quality Control)
• Stormwater training development, coordination, and delivery
• Client and project staff coordination
Minimum qualifications
• Bachelor’s degree in environmental science or related field
• 5 years of practical experience with Clean Water Act (CWA) programming compliance and implementation, with specific experience with MS4 and TMDL related planning
Experience developing and implementing stormwater programming documents, such as:
• MS4 Program Plans and Annual Reports
• TMDL Action Plans
• Industrial and High Priority Municipal Facility SWPPPs
• Pollution Prevention/Good Housekeeping Procedures
• Knowledge of stormwater infrastructure including SWM facilities
• Strong proficiency with Microsoft Office
• Ability to perform fieldwork in difficult terrain and year-round weather conditions
• Valid driver’s license
Preferred Qualifications
Experience with the following:
• Regulatory compliance assistance
• Conducting compliance inspections
• Reading site plans and facility design details
• Nutrient management planning
• Field data collection and GPS techniques using Esri products such as Collector, Field Maps, and Survey 123
• Esri Desktop ArcGIS software (ArcMap and Pro)
• Stormwater sampling techniques and protocols
• Working with local government and/or state transportation agencies
The following certifications:
• Virginia DEQ SWM & ESC Inspector certifications
• Virginia DCR NMP certification
• Ability to clearly communicate, both orally and in writing
• Excellent organization skills
