Job Description
The State of Delaware is hiring an Environmental Scientist II-III in Dover, DE. The role involves auditing nutrient management plans for farms and turf, conducting field inspections, analyzing data, and ensuring compliance with regulations. Candidates need a relevant Bachelor's degree and experience in data analysis and environmental regulations. The position requires strong communication skills for educating stakeholders about the Nutrient Management Program.
The position is responsible for performing audits of nutrient management plan implementation related to farms and turf. The on-premise evaluations require analysis of records of manure, fertilizer, and other soil amendments to compare with professional plans for nutrients. Visual inspection of elements related to animal agriculture and storage of nutrients must also be completed while wearing personal protective equipment. The Nutrient Management (NM) Program uses a cloud database. Strong command of environmental science principles and clear communication is needed for the education and outreach during inspections, so that farmers or managers like groundskeepers understand why the NM Program enforces the law and regulations. The NM Program is guided by a commission of appointees.
Essential Functions

• Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
• Performs statistical analysis of data.
• Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
• Prepares permits, technical reports and/or enforcement case documents.
• Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

JOB REQUIREMENTS for Environmental Scientist II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
• Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
• Six months experience in analyzing and evaluating scientific data.
• Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
• Six months experience in technical report writing.
JOB REQUIREMENTS for Environmental Scientist III
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
• Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
• Six months experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
• Two years' experience in analyzing and evaluating scientific data.
• Two years' experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
• Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
• Six months experience in technical report writing.
