The Commonwealth of Kentucky is seeking an Environmental Scientist II for the Energy & Environment Cabinet in Frankfort, KY. The role involves providing technical support for waste management permits, reviewing applications, and ensuring regulatory compliance. Candidates should have a background in environmental science, strong communication skills, and experience with GIS. The position is primarily office-based, with some statewide travel required.

By joining the Solid Waste Branch, Registered Permit by Rule Section as an Environmental Scientist II in Franklin County, you will have the opportunity to provide technical support in the implementation of scientific programs for the evaluation of waste management permits with respect to environmental protection. You will also serve as an expert in the development of guidelines and procedures relating to environmental programs.

Holders of the Environmental Scientist II position will complete tasks such as:
• Reviewing permit applications which include technical, scientific information for regulatory compliance
• Writing specific permit conditions for individual waste management facilities
• Evaluating facility reports for compliance with permit and regulatory requirements
• Reviewing and drafting amendments to administrative regulations
• Providing regulation information to regulated entities and the general public

Desired candidates possess the following requisite skills or experience applicable to the position:
• Strong background in environmental science or natural resources with an emphasis on soil science, agriculture, or similar area of study
• Attention to detail, as well as strong critical thinking and decision-making skills.
• Excellent written and oral communication skills.
• Experience with geographic information systems such as ArcGIS
• Proficient in the use of computers and the Microsoft Office suite of software
• Knowledge of environmental policies, laws, and regulations of local, state, and federal agencies.

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with travel on a statewide basis.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS: One year of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE: Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.
