Job Description

The State of Delaware is hiring an Environmental Scientist I in Dover, DE, responsible for managing the Delaware Spotted Lanternfly Survey and Permit Program. Duties include inspecting properties, collecting data, training staff, and processing permits. Candidates need a Bachelor's degree in a related field and knowledge of sampling techniques and data analysis. The role involves fieldwork in various weather conditions.
This position is responsible for the daily operations of the Delaware Spotted Lanternfly (SLF) Survey, Control, and Permit Program. Duties include contacting landowners, tenants, municipal authorities, and others to secure permission to inspect properties for SLF and perform pesticide treatments. Includes identifying and marking trees for treatment, data collection and reporting, training staff on survey protocol, and conducting outreach. Candidate will manage the Delaware SLF permit program and will contact and educate businesses requiring enrollment, process permits and enforce permit regulations. Work conducted in a variety of field and weather conditions.

Essential Functions

• Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
• Performs statistical analysis of data.
• Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
• Prepares permits, technical reports and/or enforcement case documents.
• Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.

Job Requirements

JOB REQUIREMENTS for Environmental Scientist I
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
• Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
• Knowledge of controlled sampling, monitoring and testing techniques.
• Knowledge of analyzing and evaluating data.
• Knowledge of technical report writing.
• Knowledge of using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data.
