Job Description

The Environmental Scientist I position at Narragansett Bay Commission involves implementing monitoring plans for wastewater treatment, managing data, preparing reports, and ensuring compliance with regulations. Title and Number of Position: Environmental Scientist I PE012Application Period:3/6/2025 - 3/14/2025Salary Range: Grade 7 - $51,867.03 - $85,580.60Division - Section - Unit: ES&C / Technical Analysis and ComplianceShift and Days: Monday - Friday 8:00AM - 3:30PMLocation: ProvidenceDUTIES/RESPONSIBILITIES: Implement and support monitoring plans/programs that proactively ensure that Narragansett Bay Commission wastewater treatment plants, receiving waters and discharges are within permit parameters. Review monitoring data; manage complex data spreadsheets and historical datasets. Manage and perform data entry into computer databases. Prepare data analysis and summary reports. Maintain awareness of regulations, equipment, procedures, industry trends and general literature on the field. Support training of Environmental Monitoring staff, within skills and ability, to keep the program current in the areas noted above. Work with the department manager and other department personnel to ensure NBC input and output data are accurate and output reports are properly formatted for in accordance with the needs of end users. Assist senior scientists and managerial staff with report preparation and make presentations as necessary. Review data for accuracy and quality assurance/control, manage complex data spreadsheets and historical data summaries, and enter data into computer databases. Analyze data to determine trends, non-compliance, and operational problems, and present data trends in graphical form. Review current literature, existing and proposed regulations, procedures, equipment and industry trends. Responsible for weekly updating of blogs and content on the NBC Snapshot of the Bay website. Will troubleshoot any issue that prevents passive or real time data from being recorded on Snapshot of the Bay. Review, analyze, and report findings from benthic videos recorded by NBC staff. Support the design and development of water and wastewater sampling and analysis procedures, programs, and quality assurance project plans (QAPP), to monitor industrial users, NBC operations, rivers and Narragansett Bay, to ensure that all EPA and NBC mandates imposed upon the NBC are satisfied. Support the preparation of regulatory documents for submittal, including monthly discharge monitoring reports (DMRs), annual reports, etc. Support field investigations to verify water/wastewater content. Prepare reports on findings and support those presenting "expert witness" testimony on behalf of NBC as required. Understand protocols for the maintenance and calibration of equipment, tools, and sophisticated monitoring devices used in the drawing, monitoring, and testing of water and wastewater streams. Maintain an awareness of applicable NBC stakeholders, including federal/state/local regulatory agencies, academic institutions, etc. Attend stakeholder meetings. Review, interpret and execute EPA, RIDEM and other agency rules and regulations governing wastewater discharge monitoring and related subjects. Advise NBC management of changing requirements and recommended procedure changes needed to meet new requirements. Support the writing and presentation of technical and other reports on monitoring procedures, findings, analysis, environmental issues, etc. Provide support for and prepare presentation figures, slides, and other materials for other NBC staff presentations, as required. Publish reports, data findings, and treatment plant performance on the NBC websites. Ensure that the Snapshot of Upper Narragansett Bay website pages, blogs and data are updated in a timely manner. Provide technical advice, assistance, and support services to other NBC activities and work closely with other NBC sections within skills and ability. Responsible for the timely completion of a myriad of special and routine projects, including data review, analysis, and final report preparation within skills and ability. Performs other duties as assigned, within skill and experience capabilities.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
EDUCATION /EXPERIENCE: Must have graduated from a 4-year technical college degree program (biology, microbiology, chemistry, environmental science, civil/mechanical engineering, etc.) or equivalent. Related professional experience (data analysis, environmental monitoring, wastewater treatment) preferred. Master's degree encouraged.
JOB KNOWLEDGE, SKILLS, and ABILITIES: Requires knowledge of scientific methods as they apply to the monitoring of rivers, bays, sewage collection systems, industrial users and wastewater treatment plants. Previous experience performing professional level environmental science, monitoring and/or engineering duties preferred. Working knowledge of current Federal, State and Local regulatory requirements as applied to assigned NBC projects and operations. Must be highly proficient in MS word, Excel, and Power Point software programs. R, GIS, Sigmaplot experience are a plus. Verbal and written communication skills are a plus.
