Job Description

The Environmental Scientist 3 - Supervisor at American Engineering Testing Inc in St Paul, MN, will lead projects, manage staff, and ensure quality deliverables. Job Summary

The Scientist III Supervisor will possess a strong technical background with proven leadership skills. You will manage projects, prepare reports and other deliverables, and review documents prepared by others for accuracy, completeness, and quality following company standards. This position will lead local and regional environmental compliance marketing efforts; maintain existing and develop new client relationships; and supervise, train, mentor, and direct staff on projects. The Environmental Scientist III Supervisor will serve as a local point of contact for Environmental services and provide support on regional and national projects and pursuits.

Essential Functions

• Grow and expand existing environmental services.
• Prepare calculations, applications, plans, reports, proposals, and other deliverables.
• Manage projects/deliverables and staff to ensure quality and timeliness.
• Understand the local and regional market.
• Develop strong working relationships with clients.
• Develop proposals in response to RFPs and client requests.
• Participate in the development of local and regional marketing strategies.
• Support safety efforts to promote safety rules and guidelines.
• Evaluate problems and develop practical solutions that enable our clients to achieve and maintain compliance with environmental regulations.
• Regulatory Compliance (Environmental) Records & Reporting / Permits.
• Maintain highest level of confidentiality and professionalism while promoting a positive image of the company.
• Collaborate on policies and standards for programs (air quality, storm water, wastewater treatment, pollution prevention, etc.); communicate internally to ensure compliance.
• Organize and maintain environmental regulatory records on behalf of clients.
• Provide technical support and assist with implementation of management decisions regarding regulatory and compliance strategy of the organization.
• Maintain knowledge of changing state and federal environmental regulations, industry trends, and best practices; assess impact of changes.
• Develop strong internal and external relationships with key stakeholders, including developers, consultants, contractors, municipal officials, and government agency personnel.
• Complete site inspections.
• Participate in negotiations with government agencies about environmental permitting and other compliance issues on behalf of the industry and clients.
• Conduct inspections and follow up administrative actions and enforcement for industrial and construction site activities.
• Assess internal product quality and production procedures, evaluate compliance with internal procedures, and operational risks and develop risk management strategies; assist with developing risk management strategies (i.e., product, compliance, operational).
• Conduct internal reviews and audits to ensure internal compliance procedures are being followed.
• Obtain, maintain, and revise environmental permits as necessary.
• Mentor and develop the team of direct reports, managing work allocation, training, problem resolution, performance evaluation, and the building of an effective team dynamic.
• May perform other duties as assigned.

Supervisory Responsibility

This role will have direct responsibility for ensuring deadlines and performance standards are met by coaching and counseling associates, organizing and evaluating work flow and results along with implementing policies and procedures that directly report this role. Also, may provide work direction to field engineers/scientists, technicians, junior staff.

Qualifications and Education Requirements
• Bachelor’s degree in engineering or other environmental-related disciplines.
• Minimum 8+ years of experience in a full-time regulatory compliance consulting role.
• Demonstrated high level of technical writing ability.
• Strong working knowledge of Microsoft Excel and Word.
• Valid driver’s license with acceptable violation history.
• Keen analytic, organization and problem-solving skills which allows for strategic data interpretation versus. simple reporting.
• Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management, board or other outside partners.

Background in the following a plus:
• Air permitting (Title V and minor source)
• Stormwater/SWPPP (Construction, Industrial and MS4)
• RCRA/Hazardous waste
• Compliance auditing
• Compliance Reporting
• Oil Storage/SPCC plans
• SARA Title III (Tier II/TRI) reporting
• Industrial wastewater

Pay Transparency

Base compensation is expected to be in the range of $82,300 – $102,900 per year based on skill set and experience. The selected candidate must be authorized to work for any employer in the U.S. without requiring visa sponsorship now or in the future.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets.
