We value diversity, excellence, teamwork, and innovation. The City of Phoenix is seeking an Environmental Quality Specialist assigned to the Office of Environmental Programs. The incumbent will assist in coordinating environmental technical and regulatory work for various City departments and functions, interacting with regulatory agencies and other entities. This position is responsible for conducting environmental facility assessments for compliance with RCRA, Clean Water Act, Clean Air Act, and similar regulations. The role will help develop and promote city policies in areas such as stormwater management, pollution prevention, regulatory compliance, and green stormwater infrastructure. Additionally, the specialist will conduct inspections and support the city's environmental compliance program, review Phase I and Phase II Environmental Site Assessments, assist with citywide regulatory environmental training, and track new rules and policies from regulatory agencies. The position also includes providing backup coverage for the Office of Environmental Programs' 24/7 on-call hotline for hazardous dumping. The ideal candidate will possess strong written and oral communication skills, enabling them to lead training sessions and present at public meetings. They should have a working knowledge of safety and environmental regulations related to construction and stormwater management, as well as familiarity with RCRA regulations, Clean Water Act NPDES permitting programs, and spill reporting requirements. Proficiency in software such as Adobe Acrobat, Excel, PowerPoint, and Word is essential for success in this role.

Responsibilities
• Assist in coordinating environmental technical and regulatory work for various City departments and functions.

• Conduct environmental facility assessments for compliance with RCRA, Clean Water Act, Clean Air Act, and similar regulations.

• Develop and promote city policies in areas such as stormwater management, pollution prevention, and regulatory compliance.

• Review Phase I and Phase II Environmental Site Assessments.

• Assist with citywide regulatory environmental training.

• Track and evaluate new rules and policies from regulatory agencies regarding stormwater, hazardous materials, and pollution prevention.

• Provide backup coverage for the OEP 24/7 on-call hotline for hazardous dumping.

Requirements
• Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.

• Two years of professional level experience in the field of ground or surface water, air, or soils management.

• Working knowledge of safety and environmental regulations related to construction and stormwater management.

• Experience with RCRA regulations, Clean Water Act NPDES permitting programs, and spill reporting requirements under EPCRA, CERCLA, and CWA.

• Strong skills in written and oral communication.

Nice-to-haves
• Experience with ASTM E1527 Phase I Environmental Site Assessments (ESAs).

• Experience with Phase II ESAs and remediation projects.

• Experience managing and coordinating activities related to environmental audits at operating facilities and construction sites.

• Experience with analyzing and enforcing compliance with Federal, State, and local environmental regulations such as RCRA, Clean Water Act, and Clean Air Act.
