Job Description

The Environmental Protection Agency seeks a Senior Advisor on Tribal Affairs to serve as the Region 7 Tribal Consultation Advisor. The role involves advising leadership on tribal policies, developing regional programs, and maintaining relationships with tribal governments. About the position

This position serves as the Region 7 Tribal Consultation Advisor within the EPA, focusing on advising senior leadership on tribal policies and programs, including federal tribal trust responsibilities and government-to-government relationships. The role involves developing and implementing regional tribal programs and maintaining effective relationships with tribal governments, while also ensuring compliance with various regulations and policies.

Responsibilities
• Serve as the Region 7 Tribal Consultation Advisor as per EPA's 2011 Policy on Consultation and Coordination with Indian Tribes.

• Advise the Regional Administrator, Deputy Regional Administrator, Senior Leadership, and program managers on tribal policies and programs.
,
• Independently develop, write, and establish regional implementation for Regional Tribal programs.
,
• Establish and maintain effective working relationships with tribal governments.
,
• Spend less than 25% of work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Requirements
• 1 year of full-time specialized experience equivalent to at least the GS-13 level advising on tribal issues and their impact on regulatory programs.

• Experience collaborating with stakeholders in managing and executing government programs.
,
• Skill in incorporating new technical policy and legal information into guidelines and standards.
,
• Knowledge of the interests and priorities of tribal governments.
,
• Ability to communicate complex technical and policy concepts to diverse audiences.
,
• Knowledge of federal, state, and local laws and regulations, documentation and reporting requirements, and lawmaking or rulemaking processes.
,
• Ability to make significant decisions or recommendations affecting agency/regional policies and programs related to tribal affairs.
,
• Knowledge of management practices to resolve significant problems in agency environmental programs in Indian Country.
,
• Skill in interpreting human health and environmental requirements and providing authoritative advice to various stakeholders.
,
• Ability to coordinate on Tribal grant funding and other financial assistance needs.
,
• Knowledge of Federal Indian Law principles.
,
• Skill in working effectively with tribal governments and coordinating EPA's responsibilities with program implementation.
