Job Description
The Commonwealth of Pennsylvania seeks an Environmental Protection Compliance Specialist in Wilkes-Barre, PA. This role involves managing compliance actions related to the NPDES permit program and the Clean Streams Law, preparing departmental orders, conducting hearings, and training personnel. The position is full-time with a schedule of 8 AM to 4 PM, Monday to Friday, and allows part-time telework up to three days a week from an approved location in Pennsylvania.

This position involves overseeing the initiation and resolution of compliance and enforcement actions related to the National Pollutant Discharge Elimination System (NPDES) permit program and the Clean Streams Law. DESCRIPTION OF WORK
In this role, you will prepare departmental orders indicating violations discovered, corrective action required, control measures or devices to be installed, and time frames for their accomplishment. In addition, you will schedule and conduct enforcement conferences or administrative hearings, provide background data on the case, explain departmental orders, consent orders & agreements, consent assessment of civil penalties, and answer questions. Testify as an expert or material witness in enforcement cases before District Magistrates, the Environmental Hearing Board, or the courts. Train and assist in training field personnel in the techniques of negotiating settlements of enforcement cases, on proper procedures and techniques for determining penalties in the enforcement of cases and on the interpretation and application of water quality rules, regulations, policies, and procedures as they relate to enforcement. Read & interpret plans & specs, interpret and apply rules & policies and prepare sound technical analyses, communicating effectively orally and in writing.

Work Schedule and Additional Information:
• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Wilkes-Barre.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
• One year of professional experience as a Sanitarian, Air Quality Specialist, Solid Waste Specialist, or Water Quality Specialist; or
• Any equivalent combination of experience and/or training which affords the applicant the required knowledges, skills, and abilities.
Special Requirement:
• This position requires possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
