Halff Associates is seeking an experienced Environmental Project Manager for their Richardson, TX office. The role requires at least five years in environmental consulting, focusing on regulatory compliance and project management. About the position
Halff has an immediate opening for an experienced and highly motivated Environmental Project Manager for our Richardson, TX office. The ideal candidate should have a minimum of five years of experience in the environmental consulting industry with experience successfully completing projects under regulatory programs such as the Texas Commission on Environmental Quality (TCEQ) and/or Texas Risk Reduction Program (TRRP). This position would be part of a very skilled team and involves working closely with clients, other Project Managers and Team Leaders, and technical staff performing due diligence, remediation, compliance, and other environmental sampling and analysis activities. This position will be responsible for conducting Site Investigations, performing compliance inspections/sampling, and preparing reports. This position will include opportunities for both field and office work. Responsibilities
• Provide technical leadership and support on environmental projects.

• Conduct field investigations/assessments and collect project related data for analysis.
,
• Review environmental reports and studies (e.g., Phase I and Phase II environmental site assessment reports).
,
• Conduct various multimedia sampling (surface water, sediment, soil, groundwater, soil gas).
,
• Prepare environmental regulatory program submissions.
,
• Conduct aquifer testing, water level measurements, and elevation surveying.
,
• Review and validate laboratory analytical data, using federal or state guidelines for insertion into technical reports.
,
• Data interpretation and presentation including tables and GIS figures to illustrate collected data.
,
• Write technical reports that summarize field events, laboratory analytical methods, data results, conclusions, and recommendations.
,
• Schedule and oversee utility locating, geophysical survey, excavation, drilling, and manage construction subcontractors.
,
• Responsible for client communication on scope development and project deliverables.
,
• Responsible for both field and office execution of environmental projects.
,
• Field work in potentially remote areas, which may include exposure to the elements including inclement weather.
,
• Ability to lift and move items and equipment up to 50 lbs.
,
• Some travel will be required.
Requirements
• A minimum of 5 years of experience in the environmental consulting industry.
,
• Experience managing projects and preparing documentation for compliance with TRRP and possess a thorough understanding of relevant regulatory requirements.
,
• Working knowledge of field documentation and sampling techniques, equipment maintenance or repair, or other activities.
,
• Willingness to travel and possess a valid driver's license in good standing.
,
• Candidate will be required to pass a background check in order to enter Federal Facilities.
,
• Willingness to obtain certifications and participate in training activities as needed to support the team.
,
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test and a company physical exam (indicating that there will be no restrictions for field activities).

• Strong analytical and problem-solving skills.
,
• Ability to evaluate laboratory analytical data and field observations and clearly communicate technical information both verbally and in written reports.

• Demonstrated ability to interface effectively and collaborate with clients, peers, management, and vendors to successfully meet shifting needs.
Nice-to-haves
• Experience conducting work under the regulatory authority of the U.S. Environmental Protection Agency, Texas Commission on Environmental Quality Texas Risk Reduction Program, Railroad Commission of Texas, Louisiana Department of Environmental Quality, Oklahoma Department of Environmental Quality, and Oklahoma Corporation Commission.
