The City of Fitchburg (WI) is seeking an Environmental Project Engineer to manage stormwater management programs, solid waste collection, and grant acquisition. The role involves technical and administrative tasks, project oversight, and public interaction. Candidates can telework up to three days per week. About the Role:
The incumbent in this position will serve in an administrative and technical capacity related to the City’s storm water management program, with a focus on design and stormwater management plan reviews, and construction implementation. Manages the City's solid waste collection programs; obtains grants for various City projects; promotes the recycling program, and develops proposals for recycling expansion. Decisions on day-to-day work activities are made independently. Supervision received is limited. Performs other related work tasks as required. Work plans are discussed with regular review of progress. There is frequent interaction with the general public.

Essential Duties and Responsibilities:
• Plan and oversee improvements, retrofits, and maintenance projects to existing storm water facilities.
• Plan new stormwater management facilities.
• Develops drawings, plans, and specifications for stormwater improvements and other public works projects as designated by the City Engineer. Prepares final contract documents including plans and specifications. Reviews bids and makes recommendations on award of contract. Coordinates, reviews, and administers project progression. Negotiates change orders.
• Review and approve contractor pay requests prior to processing.
• Oversee the process of project documentation and coordinate approvals and permits by various agencies as required, including administration of inspection of Erosion Control & Stormwater Management and Construction permits.
• Perform inspection and administration of public works construction contracts, coordinates such with other City departments, State and County agencies, and elected officials.
• Serve as the City liaison with consulting engineering firms under contract with the City for specific improvement projects, and review all work performed by those firms.
• Maintain system of cost recovery for new stormwater facilities and determine stormwater utility charges.
• In coordination with the City Engineer and Utility Accounting Supervisor, develops annual stormwater utility budget, prepare purchase orders and monitor accounts to ensure they are within budgeted amounts.
• Review and approve erosion control and stormwater management plans.
• Coordinate and administer compliance with the City’s Erosion Control Ordinance and SOP’s.
• Write proposals and obtain grant funding for stormwater, refuse, and recycling projects.
• Handle resident complaints, questions, and requests for information.
• Prepare annual refuse and recycling budget.
• Conduct research and make reports on present and future recycling issues and legislation. Provide information to various committees. Coordinate special recycling projects.
• Monitor monthly reports of recycling material. Compile data on diversion rates, amounts landfilled, recycled, costs, etc.
• Develop requests for proposals and contracts for solid waste collection programs. Monitor solid waste collection programs for single-family through four-unit buildings.
• Develop public education campaigns and programs to promote the recycling program. Visit schools, etc. to promote and explain City programs.
• Oversee maintenance and upgrades of drop-off facilities.
• Issue citations for illegal dumping.
• Process resident complaints, questions, and requests for information.

Other Functions:
• Assist with performing inspections of site improvements for all commercial and multi-family building projects prior to building occupancy.
• Assist with collaboration with adjoining communities and DNR on compliance with requirements for the NR 216 regulations.
• Assist with inspection of existing stormwater facilities for maintenance, a minimum of once annually. Coordinate recommendations on maintenance needed and prepare budget requests.
• Assist with the preparation and implementation of the City’s MS4 Permit plans and programs.
• Assist with work on compliance related to SPCC and SWPPP requirements.
• Assist with updating City’s WinSLAMM model on as needed basis.
• Assist with oversight of private stormwater facilities program.
• Write proposals and obtain outside funding for projects including, but not limited to, recycling, community development, public facilities, and disaster recovery.
• Study federal and state legislation and programs for opportunities that offer grant funding. Prepare agendas, minutes, and attends meetings of the Resource Conservation Commission
• Coordinate with the Sustainability Specialist, Engineering Technicians, and/or Engineering Interns on projects assigned to this position.
• As directed, negotiates and recommends contracts for services and large purchases.
• May serve as the Acting City Engineer, on a rotational basis, in the absence of the City Engineer.
• Such other duties as assigned.

Supervisory Requirements:
Engineering/GIS Specialist, Engineering Intern (s)Education and/or Experience Requirements:
• Bachelor’s Degree from an accredited college in environmental or civil engineering or related field required.
• A minimum of 3 years environmental or civil engineering or public works operational experience including, but not limited to, stormwater facilities; recycling and refuse; and construction management of same desired; Additional experience may substitute for education.

Licenses, Certifications, etc.
• Registration as a Professional Engineer in the State of Wisconsin, or the ability to obtain such registration within 12 months of employment required.
• Must possess a valid Wisconsin Drivers License upon appointment and maintain during the course of employment.

Required Knowledge, Skills and Abilities:
• Knowledge of environmental and technological issues related to solid waste, recycling, storm water, and sustainability initiatives.
• Demonstrated ability to prepare and present well-written and organized grant proposals and applications.
• Ability to manage and oversee projects from beginning to end with minimal supervision.
• Ability to work with contractors and other public agencies, schedule projects, and track project costs.
• Ability to write contracts, requests for proposals, ordinances and resolutions.
• Skill in review and analysis of designs, plans, or actual site conditions to determine compliance with acceptable standards.
• Ability to ensure compliance with and follow standard safety practices and procedures common to public works programs.
• Skill in applied environmental or civil engineering concepts, project design, and preparation of engineering drawings and construction specifications to acceptable standards.
• Familiarity with word processing and spreadsheet software, and Windows operating systems.
• Knowledge of engineering principles, municipal engineering operations, local government structures, public works and refuse and recycling operations, and related policies and procedures desired.
• Knowledge of personnel management procedures and ability to supervise others.
• Demonstrated knowledge of Computer Aided Design (CAD), Geographical Information Systems (GIS) and other environmental or civil engineering software programs.
• Ability to establish and maintain effective working relationships with members of the engineering division, private contractors, consulting engineers, and residents.
In evaluating candidates for this position, the City may consider a combination of education, training, and experience which provides the necessary knowledge, skills and abilities to perform the essential duties of this position.Tools and Equipment Used:
Personal computer, including word processing and spreadsheet software; phone; copy machine; fax machine; Computer Aided Design (CAD), Geographical Information Systems (GIS) traffic modeling software and other Civil Engineering software programs.

Moderate Work: Exerting 76-100 lbs seldom. Exerting 31-75 lbs occasionally, and/or 0-30 lbs frequently. Requires walking or standing to a significant degree primarily on construction sites, various land developments, and all Utility facilities which required the capabilities of moving about. Requires standing for brief periods of time requires sitting some of the time.
