The State of Louisiana is seeking an Environmental Project Coordinator in Baton Rouge, LA. This promotional position is for current employees of the Louisiana Department of Environmental Quality. Candidates need six years of relevant experience or a bachelor's degree with three years of experience. Responsibilities include organizing workloads, reviewing work for compliance, representing the department at public events, and managing contracts and grants related to environmental projects.

THIS POSITION IS PROMOTIONAL AND IS ONLY OPEN TO CURRENT, PERMANENT EMPLOYEES OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY.
Six years of experience in an environmental or natural resource management or regulatory enforcement program; OR

Six years of full-time work experience in any field plus three years of experience in an environmental, natural resource management, or regulatory enforcement program; OR

A bachelor’s degree plus three years of experience in an environmental, natural resource management, or regulatory enforcement program.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Organizes workload, including planning, scheduling, setting priorities, etc., for Environmental Project Specialists and/or Management Analysts.

Reviews the work of subordinates to insure technical accuracy, completeness, and consistency with federal and state regulations and department, office, division, and section policies.

Represents the Department by attending and conducting public hearings, workshops, conferences, and seminars.

Determines need, plans and organizes conferences, and negotiates with local, regional, state, and federal officials to determine needs for projects such as Underground Storage Tanks Research Management, Local Environmental Programs, Recycling/Waste Reduction, Clearinghouse of Proposed Landfill Projects, and State Implementation Plans to achieve the National Ambient Air Quality Standards.

Directs studies and analytical assessments of project impacts on affected communities, identifies existing or potential problems, and participates in developing solutions.

Develops scope of work for contract proposals and negotiates the management and monitoring of contracts related to assigned projects. Evaluates contractor performance and renders authorization of payment.

Determines need and plans and organizes meetings with representatives of parish and local governments, other state agencies, and the general public to promote awareness and to provide information about environmental programs, projects, or regulations.

Supervises the preparation of applications for U. S. Environmental Protection Agency (EPA) grants and assists with final negotiation of the grants.

Researches appropriate methodologies to achieve desired results related to projects by attending seminars and communicating with responsible parties in other states.

Advises division assistant secretaries and the department secretary in the development of publications to increase public awareness of environmental projects and the distribution of this information to concerned citizens and agency staff members.

Prepares analyses of proposed and current state and federal legislation to determine impact on Louisiana's natural resources and related interests. Writes, or assists in writing, state legislation related to assigned projects.

Develops and writes department regulations related to assigned projects.

Supervises the preparation of comprehensive reports and articles detailing state developments, technology, environmental issues, management activities, policy matters, etc. Reports are used by the EPA, the Louisiana Department of Transportation and Development (DOTD), the regulated community, and other regulatory bodies in making their decisions.

Directs the development of operating procedures to ensure accurate and consistent results and the setting of minimum requirements for programs of the division.

Calculates fiscal impact and writes risk analyses or cost-benefit analyses for regulations promulgated by the department.

Presents proposed standard changes at public hearings and conducts other rule making procedures as required.

Supervises a program for the tracking of federally enforceable state regulations to ensure that facilities comply with all state and federal permit requirements.

Trains personnel in proper analytical methods for risk analyses or cost-benefit analyses, fiscal impact statements, and development of federal reports.

Writes correspondence for signature by assistant secretaries, department secretary, and the Governor.

Position-Specific Details:
This announcement will be used to fill one vacancy. This position is in the Emergency Response section of the Emergency and Radiological Services Division within the Office of Environmental Compliance and is domiciled in East Baton Rouge.

Incumbent of this position provides technical and professional support through supervision of the Single Point of Contact Section. Incumbent will assist environmental scientists and management in information and data evaluation, non-compliance tracking, and database tracking systems and data management. Primary job duties will include supervision of section staff, data evaluation, and project level management of reports and special initiatives, work flow oversight, of all Emergency Response, spills, and complaints on a statewide basis for six LDEQ regional offices and the initial evaluation of response requirements.

There is a Special Entrance Rate (SER) for this position, as follows:
Environmental Project Coordinator: $25.62 per hour or $2,049.20 biweekly
