About the position

The Environmental Programs Coordinator at Ada County Highway District is responsible for coordinating and administering environmental compliance and permitting for roadway projects. This full-time exempt position requires a strong technical background in environmental regulations and the ability to provide guidance to staff and consultants. The role involves quality control of project documents, compliance assessments, and maintaining relationships with regulatory agencies.

Responsibilities
• Coordinate and administer environmental compliance permitting for District roadway projects.
,
• Provide technical assistance and guidance to staff, temporary employees, and consultants.
,
• Serve as the District subject expert for environmental permitting.
,
• Conduct quality control reviews for technical accuracy and compliance with regulatory requirements.
,
• Establish and maintain cooperative working relationships with government and regulatory agencies.

Requirements
• Considerable knowledge of federal, state, and local environmental laws and regulations related to surface water, groundwater, wetlands, hazardous materials, and cultural resources.
,
• Regulatory experience in permitting associated with the Clean Water Act (CWA), National Environmental Policy Act (NEPA), and Idaho Water Quality Certification.

• Knowledge of environmental science, hydrology, biology, and general engineering principles.
,
• Proven ability to research, interpret, and apply complex environmental regulations.
,
• Ability to read and interpret engineering plans and drawings.
,
• Experience in coordinating multiple projects and preparing technical reports and permit applications.
,
• Excellent written and oral communication skills.

Nice-to-haves
• Wetlands training is desired but not required.
