Pay will be determined based on location and level of selected individual.

Anchorage salary: $25.88 / $29.73 / $34.25

Fairbanks salary: $26.66 / $30.62 / $35.28

What You Will Be Doing:

The Alaska Department of Environmental Conservation (ADEC), Division of Spill Prevention and Response is recruiting a flexibly staffed Environmental Program Specialist (EPS) 1/2/3 position in the Prevention Preparedness and Response Program. The job requires a resourceful candidate who enjoys working as a team member and independently in the following activities:
• Filling key positions on Incident Management Teams during real-world emergency response and during local training exercise
• Working with industry in keeping oil discharge prevention and contingency plans effective for regulated non-crude oil terminals and regulated marine oil tankers and oil tank barges
• Conducting compliance inspections on bulk fuel terminals, oil tankers and oil tank barges.
• Negotiating cleanup plans, providing oversight of cleanup and sampling activities for follow-on non-emergency spill cleanup
• Providing technical outreach and investigating oil/HAZMAT spill incidents for possible enforcement actions.

The position provides a stable yet flexible 37.5-hour work week and part-time remote work after completion of the probationary period.

The Working Environment You Can Expect:

This position is based out of either the Anchorage or Fairbanks ADEC office. While mostly an office job, routine travel is expected to conduct emergency response/spill cleanup follow-ups, land-based oil terminal and marine oil vessel inspections, participate in response exercises, and maintaining the departments pre-positioned community spill response Conex’s and vessel emergency towing systems. Travel is throughout the diverse communities of the Aleutian East Borough, Bristol Bay Borough, Lake and Peninsula Borough, Pribilof islands and the following Census Areas; Aleutian West, Bethel, Dillingham and Kusilvak. Travel can also be for state-wide response at any time including nights, weekends and holidays with possible changes in work times (day vs. night), longer shifts (12 hours or more) and for up to 2-weeks durations. While working outdoors you will be required to wear personal protection equipment; e.g. hardhat, protective footwear, etc., etc. and as required a respirator (half and/or full-face). You will be required to perform after-hours on-call duty on a regular rotation approximately 2-4 weeks per year.

We are looking for a candidate that has experience in the following areas:

This position is flexibly staffed and will be filled at either the 1, 2 or 3 classification level depending on the applicant's training, education and/or experience demonstrated within their application profile. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period, required training and meeting the minimum position-specific competencies of the higher job class.

Special Notice:
• 40-hour HAZWOPER certificate with a current 8-hour refresher class. (This can be obtained after hire)
• NIMS Incident Command System 100, 200, 300, 400, 700, and 800 certificates. (This can be obtained after hire)
• Must possess a valid driver's license, be able to safely operate a motor vehicle, and maintain the license throughout employment.

Minimum Qualifications

Environmental Program Specialist 1 (Range 14):

Any combination of education and/or experience that provides the applicant with the following competencies
• Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
• Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Equivalent To Those Typically Gained By:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.

Environmental Program Specialist 2 (Range 16):

Any combination of education and/or experience that provides the applicant with the following competencies
• Environmental Science - Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
• Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Critical Thinking - Analyzes and evaluates data to draw logical and well-reasoned conclusions.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Equivalent To Those Typically Gained By:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.

AND

Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.

Environmental Program Specialist 3 (Range 18):

Any combination of education and/or experience that provides the applicant with the following competencies
• Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
• Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
• Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
• Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

This position is flexibly staffed. The level of the job offer will be based on the selected candidate’s credibly possessed and proven competencies. If hired at the lower level, you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.
