Job Description
The State of Vermont is seeking an Environmental Program Manager for its Wastewater Management Program in Montpelier, VT. This role involves overseeing regulatory, compliance, and policy work related to wastewater treatment facilities. The manager will supervise three sections, develop policies in line with regulations, manage staff, and represent the agency at public meetings. About the position
The Wastewater Management Program provides regulatory oversight and technical assistance to Vermont's wastewater treatment facilities, as well as commercial and industrial facilities that discharge to these treatment facilities. This program is part of the Watershed Management Division, which employs a holistic, integrated watershed-based approach to managing Vermont's surface water resources. We are seeking an experienced Environmental Program Manager to lead our team of dedicated water resource professionals. As the Wastewater Program Manager, you will oversee the administrative, regulatory, compliance, planning, and policy work of the Wastewater Management Program. This includes supervising three sections within the program: Pretreatment, Direct Discharge, and Inspections and Compliance. Your role will be crucial in ensuring that the program meets its regulatory obligations and provides effective support to the facilities under its jurisdiction. You will be responsible for developing and implementing policies and procedures that align with state and federal regulations, as well as managing staff and resources effectively to achieve program goals. The ideal candidate will have a strong background in environmental management, particularly in relation to wastewater treatment and regulatory compliance. You will need to demonstrate excellent communication skills, both written and verbal, as you will be representing the agency at public meetings and hearings, often in high-pressure situations where diverse opinions are expressed. Your ability to engage with stakeholders and the public will be essential in fostering a collaborative environment and ensuring the success of the program.
Responsibilities

• Supervise three sections within the program: Pretreatment, Direct Discharge, and Inspections and Compliance.

• Develop and implement policies and procedures in accordance with state and federal regulations.

• Manage staff and resources effectively to achieve program goals.

• Represent the agency at public meetings and hearings, addressing diverse opinions and concerns.

• Provide technical assistance and regulatory oversight to wastewater treatment facilities.
Requirements
• Master's degree or higher in hydrogeology, chemistry, soil science, engineering, environmental studies, law, or public administration AND two (2) years or more at a professional level in an environmental management or regulatory program in a supervisory or administrative capacity.

• OR Bachelor's degree in engineering, a physical or biological science or other field closely related to environmental conservation AND four (4) years or more at a professional level in an environmental management or regulatory program INCLUDING two (2) years or more in a supervisory or administrative capacity.

• Knowledge of and experience implementing National Pollutant Discharge Elimination System (NPDES) and/or federal pretreatment regulations.

• Knowledge of and experience implementing state water quality standards.
,
• Experience supervising staff or contractors.
,
• Excellent communication skills, both written and verbal.
,
• Excellent interpersonal, organizational, and computer skills.

• Experience with public speaking and representing an agency in public forums.
