The State of North Carolina is hiring an Environmental Program Consultant for a full-time position in Raleigh, NC, with a hybrid telework option. The role involves permitting and compliance for septage management facilities, conducting inspections, providing technical assistance, and ensuring adherence to environmental regulations. The position supports the Division of Waste Management's mission to protect public health and the environment through responsible waste management.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This Environmental Program Consultant position is located within the septage unit of the Environmental Compliance Branch of the Solid Waste Section in the Division of Waste Management. The position is based in Raleigh and is responsible for permitting of septage management facilities and compliance with the septage management laws and rules. The Environmental Compliance Branch has the responsibility to assure that solid waste is managed in a responsible, consistent manner to protect public health and the environment across the State. The septage unit is responsible for the septage management program with major areas of focus that include permitting and inspections of septage management firms and facilities, septage management compliance and training, development and maintenance of applicable laws and rules for septage management, and providing technical assistance to septage land application sites, septage detention and treatment facilities, and septage management firms, as well as associated compost facilities. The septage unit also evaluates whether other waste by-products can be land applied for beneficial uses and the best management practices to be followed for each by-product to assure protection of public health and the environment.

Key Responsibilities
• Review permit applications and process permits (new and renewal) for septage land application sites, septagetreatment and detention facilities, and septage management firms.
• Perform site evaluations of proposed septage land application sites and septagetreatment and detention facilities to assess general site characteristics and suitability for either use.
• Manage and maintain septage facility data.
• Conduct targeted inspections, perform comprehensive site audits, conduct complaint investigations, and assess illegal sites within a designated multi-county area of central North Carolina.
• Conduct training for septage land applications and for septage treatment and detention operations.
• Provide technical and regulatory assistance and support to operators of septage management firms and facilities, local governments, and the public on proper management of septage.
• Initiate enforcement actions and support continuing legal action when violations are determined to contravene the North Carolina General Statutes and/or solid waste management rules and regulations.

The Division Of Waste Management

The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section. To qualify for this position, applicants must document on the application that they possess ALL the following:
• Demonstrated experience in analyzing or evaluating data.
• Demonstrated experience communicating information through written and/or verbal communication.

Managment Preference
• Demonstrated knowledge of septage management practices, wastewater treatment, and/or land application of biosolids or septage.
• Knowledge of soil properties, soil forming processes, and soil and water conservation practices.

Minimum Education And Experience Requirements

Master's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
