This position is devoted to providing sampling, testing, monitoring, analysis and reporting of storm/surface water quality to ensure compliance with environmental permits, standards and regulations. Incumbents perform sampling, inspections, evaluation, and enforcement activities related to water quality. As assigned, work may include coordinating schedules, training and public education; assisting senior staff with project management and with developing policies and procedures; performing field work; responding to customer concerns; and providing customer service.

Incumbents assigned to storm/surface water quality enforce compliance with City code requirements; write and issue official notices and penalties; present evidence at hearings; investigate and trace surface water pollution to the source; determine environmental impact; conduct water quality monitoring of surface waters; perform and coordinate special studies and programs; respond to complaints including conducting on-site sampling; conducting investigations; creating and maintaining documentation; updating databases; maintaining and operating equipment; and enforcing codes and regulations.
• Assists senior staff with project management and with developing policies and procedures, to include assisting with developing project plans and schedules, assisting in drafting standard operating policy documents, and ensuring that lower-level staff follow established procedures and plans.
• Conducts investigations and assists with special research studies, to include tracking and identifying pollution sources within assigned areas, collecting evidence to document violations, and identifying responsible parties to enforce applicable codes, typically involving the issuance of official notices and documentation.
• Prepares and/or maintains operational, project, and other departmental reports, records, files, and other documents; prepares and issues notices, permits, and other documentation; updates and maintains databases; gathers and compiles data; prepares information for submittal to internal and external agencies; and reviews work and work of others to ensure accuracy and completeness.
• Provides customer service; collaborates with a variety of internal and external parties; responds to public concerns, complaints, and questions; sends timely notifications to assigned parties to facilitate issue resolution; provides public education; and testifies in court, as assigned.
• Maintains supply inventory; maintains and operates laboratory equipment; ensures equipment is appropriately calibrated and in proper working condition; and makes purchasing recommendations, as assigned.
• As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion.
• Updating and maintaining databases.
• Enforcing compliance with City code requirements.
• Writing and issuing official notices and penalties.
• Presenting evidence at hearings.
• Investigating and tracing surface water pollution to the source.
• Determining environmental impact.
• Providing surface water quality monitoring by conducting monthly physical and chemical stream samplings; provides hydrologic and hydraulic monitoring by measuring and calculating stream properties.
• Provides other environmental monitoring as needed for special studies.
• Leads field teams to ensure proper sample and data collection; performs field instrument maintenance; and prepares field notebooks and maps.
• Analyzes and writes-up results from field studies.
• Coordinates with laboratories for environmental sample delivery and follows up with quality issues in laboratory data.
• Associate's degree in environmental science, chemistry, biology or related field;
• Three years of related experience;
• A valid North Carolina Class C Driver's License with a satisfactory driving record, acquired within the timeframe specified by the City.
• Course work in hydrology, biology, aquatic chemistry, environmental science, or related fields.
• Experience in using GIS software to create maps.
• Experience in water quality monitoring, stream monitoring, and illicit discharge detection and elimination.
• Experience in environmental science, stormwater, water quality, or water management.
• Experience using spreadsheets or databases to store project information.
• Familiar with Microsoft Excel or another software package to compute statistics.
• Ability to work outdoors in inclement weather.
• Ability to work cooperatively.
• Ability to communicate effectively.
