Job Description
The Kina'ole Foundation is seeking an Environmental Planner in Honolulu, HI. The role involves preparing environmental planning documents, coordinating with stakeholders, and ensuring compliance with environmental regulations such as NEPA. Candidates should have relevant education and experience, as well as knowledge of environmental laws. A comprehensive benefits package is offered. Job Description: The Environmental Planner shall provide environmental planning services for the designated projects in accordance with OPNAV M-5090.1C and related environmental planning guidance.
Duties and Responsibilities:
• Prepare environmental planning documents for Government Subject Matter Expert (SME) to approve. Types of planning documents could include:
• Record of Categorical Exclusion (RCE), prepared in accordance with the National Environmental Policy Act (NEPA)
• Biological Assessment prepared in accordance with the Endangered Species Act.
• Coordinate with project stakeholders to ensure complete Proposed Action. Recommend potential changes that could reduce cost, timeline, or environmental requirements.
• Attend site visits or meetings to facilitate coordination, environmental review, and preparation of documents.
• Conduct preliminary analysis to recommend appropriate level of NEPA review and documentation. If an RCE is the appropriate document, identify the categorical exclusion that best fits the action.
• Coordinate with environmental SMEs to ensure their reviews are complete and consistent.
• Update project trackers at least weekly with project status, outstanding items, and potential risks of not meeting planned deadlines. Projects with risk of not meeting deadlines may need more frequent updates or additional formal update briefings.
• Route the draft document for leadership review and final endorsement.
• Distribute the final signed document to the project stakeholders.
• Compile project file.
• Other duties as assigned by Supervisor.
Certifications, License and Physical Requirements:
• Must have appropriate environmental planning experience or education. Appropriate work experience is defined as preparation of environmental planning documents in accordance of NEPA. Appropriate education is defined as a bachelor's degree from an accredited college in one (or more) of the following: biology, physical science, engineering, and community planning.
• Working knowledge of current major environmental laws and regulations, including NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, and other related environmental legislations.
• Have the ability to communicate effectively in English both orally and in writing.
• Must be able to obtain a security clearance.
