Project Overview
Bechtel and ENKA have been appointed to undertake the development of a pumped storage project in Serbia called The Djerdap 3. The Djerdap 3 project is designed to help balance the electrical network, providing storage capacity that enables water to be pumped and stored in the upper reservoirs at periods of low demand and generating power by passing flow through turbines and back into the Danube at periods of higher demand.
Job Summary
The Environmental Manager will lead environmental management activities for the Project, ensuring compliance with local environmental regulations and sustainability standards and international best practice. This role requires expertise in environmental assessments for early project development and experience in managing environmental risks and fostering stakeholder engagement.
Major Responsibilities
• Oversee FEED studies to ensure environmental and social considerations are integrated into hydropower project planning and design.
• Oversee the consultant conducting the Strategic Environmental Impact Assessment and ensure it is in line with Serbian regulatory frameworks to assess the broader environmental impacts of pumped hydropower development.
• Ensure compliance with Serbian environmental legislation (e.g., Law on Environmental Protection, Law on Environmental Impact Assessment) and EU environmental directives.
• Stay up to date with Serbian and EU environmental regulations and provide guidance to project teams on legal and policy changes.
• Engage with Serbian government authorities, municipalities, NGOs, local communities, and other stakeholders to address environmental and social concerns.
• Organize and facilitate public consultations, as required by Serbian EIA procedures, ensuring effective community participation and conflict resolution.
• Develop and implement mitigation measures for pumped hydropower-specific environmental challenges, such as fish migration, sedimentation, and biodiversity conservation.
• Conduct risk assessments to address potential impacts on water resources and downstream ecosystems, ensuring long-term project sustainability.
• Promote compliance with climate change adaptation and mitigation goals, aligning with Serbia’s commitments under the EU Green Deal and related energy strategies.
• Lead a multidisciplinary environmental team, collaborating with Serbian and international experts, engineers, and project managers.
• Foster relationships with Serbian environmental agencies, NGOs, and academic institutions to enhance project outcomes.
Education And Experience Requirements
• Bachelor’s degree or higher in Environmental Sciences, Environmental Engineering, field biology or natural resources or related disciplines.
Preferred
• Master’s degree or higher in Environmental Management, Sustainability, or similar.
• 15+ years of relevant experience in environmental management in infrastructure projects, with proven leadership experience or 19+ years of relevant work experience.
• Knowledge of Serbian environmental regulations, EIA, permitting processes, and EU environmental directives.
• Demonstrated expertise in conducting FEED, SEA, and ESIA for hydropower or large-scale infrastructure projects.
• Experience in working with international financial institutions, such as the EBRD, IFC, or World Bank, and their environmental standards.
• Professional certifications in environmental management (e.g., ISO 14001) are advantageous.
• Persuasive communication and negotiation skills, especially for managing multi-stakeholder discussions.
• Analytical and problem-solving abilities, attention to detail and strategic thinking.
• Proven leadership skills and ability to work effectively in cross-functional, multicultural teams.
Required Knowledge And Skills
• Experience leading diverse teams or strong appetite to learn
• Prior experience in environmental assessments for development phase of large-scale infrastructure projects such as SEA, EIA or ESIA.
• Willingness to travel within Serbia and the Western Balkans region, including remote project sites.
• Proficiency in MS-Office tools, use of GIS, and environmental monitoring.
