Job Description

The International Rescue Committee is seeking an Environmental Health Officer for Emergency Rapid Response in Hawassa, Ethiopia. The role involves conducting Environmental Health assessments and implementing responses to emergencies across the country. Responsibilities include preparing plans, monitoring interventions, and collaborating with local health offices. The position is full-time, based in Awassa, with a 6-month contract and potential for extension.

Position- Environmental Health Officer for Emergency Rapid Response (ERR) Program
Location- Awassa, SNNPR Region
Length of Employment- 6 months possibility of extension
Salary & benefits- ETB 37,236.00- 41,052.00/six month salary, plus 15% hardship allowance and PF contribution from IRC and it will be based on the candidate qualification and earning history.

SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:

The Position mainly involves undertaking rapid Environmental Health (EH) need assessments and implementing EH response in SNNPR and to emerging emergencies throughout Ethiopia. The EHO will be based in Awassa and will be deployed to the emerging emergency areas (localities) throughout the country immediately upon receiving communications from his/her supervisor. During her/his stay in Awassa (i.e. whenever there is no deployment for Emergency Response), the EHO will take assignments from his supervisor.

Detailed Responsibilities and Tasks

o Reports to IRC Awassa Field Office Field Coordinator,
o In collaboration with other team members, the EHO undertakes detail Environmental Health need assessments, prepares design & detail bills of quantities, budget estimates in response to emerging emergencies throughout the country and forward to supervisor for review.
o Prepares detail Environmental Health physical & financial implementation plan for emerging emergency responses;
o Source and monitor labor required towards implementation of emergency response interventions and ensure the proper implementation of the same as per set norms and standards;
o Monitor the progress and implementation of sub contracted emergency response intervention as per the contract;
o Prepare detail specification for items to be procured and ensure its procurements are as per set specifications.
o Prepare Non Food Items Distribution plan and organize and monitor its distribution.
o Works closely with Zone/Woreda Water and Health Offices towards efficient and effective implementation of the response;
o Works in collaboration with IRC Hygiene Promotion Officers in promotion of safe hygiene practices in Emergency responses which includes Health Promotion activities;
o Produces activity progress reports as per the preset reporting schedule and submit to the supervisor and copy to Addis based Emergency Rapid Response Technical Manager.
o Prepare brief emergency related monthly updates and submit to the supervisor and copy to the supervisor and copy to Addis based Emergency Rapid Response Technical Manager.
o Takes additional works as assigned by supervisor.
