About the position

The Environmental Health Manager is responsible for planning, directing, managing, and overseeing the activities and operations of a designated division within the Environmental Health Department. This role encompasses a variety of critical functions including air quality monitoring, regulation development, and providing assistance to small businesses regarding air quality compliance. The manager will also oversee cannabis regulation, consumer protection, environmental services, urban biology, and vehicle pollution management. A key aspect of this position is to coordinate activities with other divisions, departments, and external agencies, ensuring that all operations align with the overall goals of the Environmental Health Department. Additionally, the Environmental Health Manager will provide complex administrative support to the Environmental Health Director and Deputy Director, contributing to strategic planning and decision-making processes. The job requires a comprehensive understanding of environmental health policies, rules, regulations, and ordinances. The manager will be expected to enforce environmental health codes and ordinances, develop air quality regulations, and manage projects effectively. This position also involves significant public interaction, requiring the manager to communicate clearly and concisely with various stakeholders, including city officials, the public, and private sector organizations. The Environmental Health Manager will analyze and interpret data for long-range planning, develop success indicators, and prepare administrative and financial reports to ensure that departmental and divisional goals are met. Furthermore, the role includes supervising and training staff, managing budgets, and addressing community concerns related to environmental health issues.

Responsibilities
• Plan, direct, manage, and oversee the activities and operations of an assigned division within the Environmental Health Department.

• Coordinate assigned activities with other divisions, departments, and outside agencies.

• Provide highly responsible and complex administrative support to the Environmental Health Director and Deputy Director.
,
• Administer and enforce City ordinances and regulations relating to environmental health permits, compliance, and enforcement.
,
• Analyze and interpret data for long-range planning purposes.
,
• Develop and monitor success indicators and metrics to ensure that Departmental and Divisional goals are met.
,
• Prepare and present administrative and financial reports.
,
• Select, supervise, train, and evaluate staff.
,
• Identify and respond to sensitive community and organizational issues, concerns, and needs.
,
• Research, analyze, and evaluate new service delivery methods and techniques.

Requirements
• Bachelor's degree from an accredited college or university in environmental health, environmental science, physical science, life science, engineering, planning, or public health administration.

• Seven (7) years of managerial experience in environmental health field/disciplines or related environmental research.

• Four (4) years of supervisory or research lead experience.

• Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

• Possession of a City Operator's Permit (COP) within 6 months from date of hire.

Nice-to-haves
• Master's Degree in environmental health, environmental science, engineering, or public health preferred.

• Knowledge of operations, services, and activities of a comprehensive environmental health program.

• Principles and practices of environmental health program development and administration.

• Methods and techniques of enforcing environmental health codes and ordinances.

• Principles of public speaking and municipal budget preparation.
