About the position
The Environmental Health Manager for the Air Quality Division is responsible for planning, directing, managing, and overseeing the activities and operations of the division within the Environmental Health Department. This includes air quality monitoring, regulation development, and providing assistance to small businesses regarding air quality compliance. The manager will coordinate assigned activities with other divisions, departments, and outside agencies, ensuring that all operations align with the overall goals of the Environmental Health Department. This role requires providing highly responsible and complex administrative support to the Environmental Health Director and Deputy Director, which involves strategic planning and decision-making to enhance the effectiveness of the division's programs. The position demands a comprehensive understanding of environmental health policies, rules, regulations, and ordinances. The manager will be tasked with developing and administering programs that enforce environmental health codes, particularly those related to air quality. This includes overseeing air quality permitting, monitoring, and legislative development. The manager will also be responsible for analyzing and interpreting data for long-range planning, developing success indicators, and ensuring that departmental and divisional goals are met. Additionally, the role involves preparing and presenting administrative and financial reports, managing large and complex budgets, and providing consultancy services on environmental health policy issues to various stakeholders. The Environmental Health Manager will also play a crucial role in community engagement, identifying and responding to sensitive community issues and concerns. This requires excellent communication skills and the ability to establish and maintain effective working relationships with various stakeholders, including city officials, the public, and private sector organizations. Responsibilities
• Plan, direct, manage, and oversee the activities and operations of the Air Quality Division.

• Coordinate assigned activities with other divisions, departments, and outside agencies.

• Provide complex administrative support to the Environmental Health Director and Deputy Director.

• Oversee air quality monitoring and regulation development.

• Assist small businesses with air quality compliance and support.

• Administer and enforce City ordinances and regulations related to environmental health permits and compliance.

• Analyze and interpret data for long-range planning purposes.

• Develop and monitor success indicators and metrics for departmental goals.

• Prepare and present administrative and financial reports.

• Manage large and complex budgets for the division.

• Identify and respond to sensitive community and organizational issues.
Requirements
• Bachelor's degree in environmental health, environmental science, physical science, life science, engineering, planning, or public health administration.

• Seven years of managerial experience in environmental health or related fields.

• Four years of supervisory or research lead experience.

• Possession of a valid New Mexico Driver's License or ability to obtain by date of hire.

• Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Nice-to-haves
• Master's Degree in environmental health, environmental science, engineering, or public health preferred.

• Knowledge of operations, services, and activities of a comprehensive environmental health program.

• Familiarity with public and environmental health policy, rules, regulations, ordinances, and laws.
