The New Mexico Environment Department is hiring a Deputy Director for its Environmental Health Division in Santa Fe, NM. This role involves managing staff, improving operational efficiency, developing strategic plans, overseeing budget and performance measures, and ensuring compliance with health and safety regulations. The salary ranges from $106,629 to $170,606 annually. The position requires on-site leadership and support for various environmental health initiatives.

Why does the job exist?
This purpose of this position is to support the day-to-day functions and health and safety protection endeavors for all New Mexicans of the Environmental Health Division. This will include: management of approximately 158 full time employees, process improvements to increase efficiency of operations monitoring environmental health related to food facilities and food manufacturers, on-site wastewater systems (septic systems), and public pools and spas, the safety of New Mexico's workers, and manufacturers of edible and topical Hemp products which affect all New Mexicans young and old.
How does it get done?
- Develop Division and Bureau Strategic Plans and oversee implementation of Division-wide strategies and efficiency measures
- Support the operational needs of the Department while increasing the capacity of the Division Director to advance key environmental and public health initiatives
- Support Division operations across all Bureaus to provide continuity of leadership and operations by managing the Division when the Director is out of the office and when the Director position is vacant
- General job responsibilities, the Deputy Directors also develop, implement and report on Performance Measures for Division and Bureaus; liaises with Administrative Services Division (ASD) for travel, Human Resource (HR) actions, procurement and other administrative and financial tasks
- Develop data management and IT solutions to manage workflow and improve operations, and implement standard operating procedures that are consistent throughout the Division, Division budget (in coordination with financial managers), contribute to reviews and approves Bureau budgets
- Lead reporting and requests from the programmatic side to Department of Finance and Administration and Legislative Finance Committee through close coordination with ASD
- Ensure federal and other grants, special revenue funds and other funding sources are properly managed
- Seek additional resources when needed, including third party grants and assistance from academia
- Review and approve contract documents
- Lead and approve hiring, hiring packages and other personnel documents, progressive discipline actions and enforcement of personnel requirements
- Supervise bureau chiefs and prepares, reviews and approves Division staff evaluations
- Review and approve in-state and out-of-state travel requests and reimbursements

Ideal Candidate
The ideal candidate will have experience in the following:
- Implementation of Department mission with integrity using the core values of science, innovation, collaboration and compliance to help foster a community that promotes health, commerce, and environmental protection with transparency and accountability.
- Possess exceptional leadership/management skills with experience in implementing the Laws and Regulations and knowledge of permitting and compliance.
- Managing environmental programs, complex budgets, and staff.
- Must be a self-starter who is well-organized, able to communicate proficiently and effectively and possess strong writing skills.
- Ability to work in a high-paced office setting, follow direction, anticipate organizational needs, be capable of meeting short deadlines, and be proficient in conducting long-term planning.
- Providing leadership in environmental stewardship by meeting regulatory requirements and making use of best technologies for protecting resources and strategically manage the allocation of resources to achieve customer and community expectations.
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and twelve (12) years of executive level experience with a broad business strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eighteen (18) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include senior level executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

• Education and years of experience must be related to the purpose of the position.
• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Extended computer and telephone or other media equipment. Must be able to lift 25 lbs. Some in state and out of state travel are required.
