Description of Job

The Work Unit:
The Office of Environmental Justice ("OEJ") seeks to advance environmental justice in Colorado in partnership with disproportionately impacted communities ("DI communities"), the Environmental Justice Advisory Board ("EJAB"), and Department and Environmental Division leadership and staff. The OEJ's roles include:
• Serving as a liaison to, building trust with, and increasing meaningful engagement with DI Communities by improving the two-way flow of information and increasing responsiveness to community questions and concerns;
• Developing and managing Department environmental justice goals, metrics, and objectives; Administering the EJ Grant Program
• Working with Environmental Divisions, the EJAB, and the Ombudsperson to implement statutory environmental justice mandates, including specific benchmarks and targets established by the Environmental Justice Act (House Bill 21-1266);
• Working with the Water Quality Control Division (WQCD) to implement the Mobile Home Park Water Quality Bill (HB23-1257) by leading community engagement with mobile home park residents;
• Coordinating environmental justice work within the department and with other federal, state, local, and tribal government partners; and
• Identifying DI communities using spatial analysis technology based on continuously updated, best-available data.
What You Will Be Doing:
This position supports the Office of Environmental Justice and the Environmental Justice Advisory Board by providing expert consultation on epidemiological matters, including Colorado EnviroScreen data and methodologies, cumulative impact assessments, and reducing health disparities. This position provides technical assistance and epidemiologic consultation to OEJ staff members; responsibilities include:
• Conducting complex data analyses on large and small datasets using methodological techniques and computer software appropriate for epidemiological analysis. Including descriptive and inferential statistical analysis, ensuring appropriate statistical methodology is utilized to perform epidemiologic analyses of multiple data streams.
• Conducting investigations of environmental health threats, including collecting and analyzing health and environmental data; preparing interpretation of findings and sharing recommended prevention and control measures.
• Supporting program and policy planning activities of the office with reports and information and serving as an epidemiological content specialist.
• Analyzing health-related trends; assessing individual- and community-level risk factors in the population; interpreting and reporting findings that have public health implications; and developing policy recommendations.
• Responding to complex requests for data on environmental health-related statistics and associated risks. In addition, this position may act as a resource to internal and external customers, responding to requests for information and presentations from the public, the media, CDPHE, and other environmental and health professionals.
• Providing technical support for OEJ GIS platforms.
Responsibilities of the position include but not limited to:
• The position uses R, ArcGIS, and other statistical software to analyze data and make programmatic recommendations and decisions.
• This position helps inform what epidemiological methods or analyses will enhance the efficacy of Colorado EnviroScreen, that are also responsive to stakeholder interests.
• The position utilizes spatial analysis to examine multiple environmental exposures and potential health effects.
• Implementing proposed methodological updates in the R code for Colorado EnviroScreen. Running the code, documenting the updates, and delivering the final shapefile for display on the platform.
• Supporting in creating technical documentation for continued transparency around data and methods used in OEJ analyses.
• Researching laws, regulations, policies, and ordinances related to environmental justice and health that have been adopted or are proposed at the state, federal, local, and tribal level.
• Troubleshoot GIS platform issues in consultation with the Senior GIS Analyst as needed.
• Other Duties As Assigned.

Experience Only:
Six (6) years of relevant experience in environmental epidemiology, biostatistics, geospatial analysis, health equity or an occupation related to the work assigned to this position.

OR
Education and Experience:
A combination of related education in (environmental epidemiology, biostatistics, environmental health sciences, public health, environmental justice) and/or relevant experience in environmental epidemiology, biostatistics, geospatial analysis, health equity or an occupation related to the work assigned equal to six (6) years

Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
• Relevant experience with the State of Colorado
• Ability and experience analyzing environmental, public health, or socioeconomic datasets. Experience using statistical, geographic information systems (GIS), and data visualizations tools or software to conduct analyses of this type of data.
• Ability and experience in the development of public health study designs and research methods. Experience in designing and applying statistical, including GIS, methods to asses the relationship between exposure and outcome data. Data could include environmental, health or socioeconomic data.
• Demonstrated writing and communication skills through publications, technical reports, or presentations, including data visualizations, on scientific topics.
• Experience designing and implementing culturally sensitive outreach strategies tailored to diverse and/or disproportionately impacted communities, with the ability to build trust and foster collaboration.
• Experience in the fields of environmental health, epidemiology, biostatistics, and and understanding of the general principles of public health, particularly as it relates to cumulative pollution exposures and environmental justice concepts.
