The Commonwealth of Kentucky is seeking an Environmental Engineer Consultant for the Eastern Region Branch in Prestonsburg, KY. This role involves serving as a technical advisor, preparing engineering design plans for reclamation projects, and providing technical assistance in engineering software. By joining the Kentucky Division of Abandoned Mine Lands/Eastern Region Branch as an Environmental Engineer Consultant in Floyd County, you will have the opportunity to: Serve as a technical advisor to the Eastern Region Environmental Branch Manager regarding complex engineering problems related to reclamation plans and project cost estimates and provide engineering services and technical assistance for projects produced within the Eastern Region of the Division of Abandoned Mine Lands.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
You will prepare specialized Engineering Design Plans and Engineering Drawings, with references to AML Specifications and Standard Details, for complex engineering problems on Abandoned Mine Lands, Acid Mine Drainage, and Bond Forfeiture Reclamation Projects. Duties will include analysis of data from geotechnical reports, drainage studies, and structural engineering analyses.
Additionally, you will provide technical assistance in the use of design, drafting, surveying, and other engineering software and coordinate and conduct engineering field surveys and process GPS and survey data.
This position will require a working knowledge of complicated engineering design software including AutoCAD, Carlson Suite, Retain Pro, HEC-RAS, SEDCAD, Galena, and other engineer software.
Holders of the Environmental Engineer Consultant position will complete tasks such as:
• Developing and reviewing reclamation project engineering plans, specifications, details, cost estimates, bid documents and ready-to-advertise documents.
• Analyzing and incorporating data from geotechnical, hydraulic, and structural analyses.
• Conducting field inspections. Surveying and processing collected data.
• Reviewing and analyzing engineering plans and specifications submitted by consulting engineers.
• Attending and presenting at public meetings, providing expert legal testimony, assisting in training of agency staff, interacting with landowners and public officials.
Desired candidates possess the following requisite skills or experience applicable to the position:
• Excellent oral and written communication skills, along with proficiency in the use of Microsoft Office Suite.
• Working knowledge of AutoCAD, Carlson Suite, Retain Pro, HEC-RAS, SEDCAD, Galena, and GIS software.
• Working knowledge of advanced surveying and data collection software.
• Attention to detail.
• Technical writing skills.
Additional position information: Work is performed in an office environment, outdoors on mountainous terrain and on active construction sites. Incumbents in this position may perform work in the field with frequent travel within the assigned region and the state. An incumbent to this position may be subject to adverse weather conditions, exposure to snake and insect bites, hazardous mining debris and heavy equipment activity.

Minimum Requirements
EDUCATION: See Special Requirements.
EXPERIENCE, TRAINING, OR SKILLS: Must have four years of engineering experience in addition to that required for licensure as a Professional Engineer.
Substitute EDUCATION for EXPERIENCE: A master's degree in engineering will substitute for one year of the required experience. Graduate work in engineering beyond a master's degree will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION: NONE
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must be licensed as a professional engineer by the Kentucky Board of Engineers and Land Surveyors.
