Job Description
The City of Louisville seeks an Environmental Compliance Technician to support the Environmental Compliance Manager. Responsibilities include conducting inspections, collecting samples, performing analyses, and ensuring compliance with environmental regulations. The role involves independent decision-making within established guidelines and requires effective communication and collaboration. Candidates should have a high school diploma and preferably an Associate's degree in a related field. This position is based in Louisville, CO, and is not remote.
Overview Under supervision of the Environmental Compliance Manager, performs work in environmental services through inspection, education, and assistance in the enforcement of regulations. Work involves ensuring the City meets all local, state and federal standards as established by the Environmental Protection Agency and the Colorado Department of Public Health & Environment. Work is performed independently with some latitude and independence in decision-making, within established policies, procedures, and guidelines.
Work is reviewed through observation, reports, conferences, condition of facilities, adherence to standards, and for the effective and efficient program activities assigned. Examples of Duties Performs inspections on a regular basis in areas such as food establishments, municipal water and sewage systems, industrial facilities, illicit discharge and others as required. Collects and preserves samples from various locations, which may affect water quality, and reports such conditions to appropriate personnel.
Conducts chemical and/or microbiological analyses with precision and accuracy using standard written procedures or as directed by the supervisor. Cleans, maintains, and calibrates equipment and instrumentation; Research and compile essential information required to develop, write, and issue Industrial Pretreatment, oil& grease, reuse and stormwater permits, etc. Conducts investigations into complaints, concerns, possible permit and or discharge violations, etc.
as it may relate to Industrial Pretreatment, reuse, stormwater, and individual sewage disposal systems; performs inspections based on regulatory requirements. Maintains records, putting data in a usable format; includes computer data entry, file maintenance, and related clerical tasks. Assists in reviewing compliance databases to monitor adherence to permit requirements regarding discharges, reporting, sampling, and inspections.
Assists in verifying permit modifications and reports; assist with mathematical and statistical calculations necessary to analyze and evaluate data and optimize monitoring programs; Inspects various types of existing pretreatment systems; inspects and certifies newly installed pretreatment system; implements a Fats, Oils, and Grease (FOG) Abatement Program requiring installation, maintenance, and/or upgrading and retrofitting of various types of gravity interceptor systems. Represents Public Works at public meetings and committees as assigned. Ability to establish and maintain effective working relations with coworkers and supervisors.

Other duties as assigned. General Qualifications REQUIRED QUALIFICATIONS: EDUCATION, TRAINING & EXPERIENCE: Completion of a high school diploma or equivalent.
Completion of an Associate's degree program or 2 years of coursework in environmental science, engineering, biology, chemistry or a related field is preferred; Equivalent combination of acceptable training, education, and experience as deemed acceptable by the City of Louisville; Colorado domestic or industrial wastewater treatment certificate, or equivalent, is preferred or must be obtained within 9 months of hiring date. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Local, State and Federal environmental laws, code, ordinances, policies, procedures, rules, and regulations. Knowledge of basic theories of mathematics, biology, chemistry, and physics associated with environmental regulation and research Knowledge of scientific research and statistical methods.
Ability to read, understand and explain rules and regulations, assess their impacts, and summarize them into reports. Skill in the use of a personal computer and various application programs including but not limited to Word and Excel. Ability to communicate clearly, both orally and in writing.
Ability to establish and maintain effective working relationships with others. Ability to organize activities in order to complete tasks in accordance with priorities, address multiple demands, and meet deadlines. Ability to conduct field test and inspections to determine compliance with standards and specifications.
Ability to establish and maintain positive and effective working relationships with employees, engineers, contractors, developers, public agencies, and the public. Ability to perform high-level research, compile records and reports, and make effective applications of findings. LICENSURE, CERTIFICATION, WORK ENVIRONMENT, WORK COMP CODE, FLSA & OTHER: Valid State of Colorado Driver's License with a satisfactory driving record.
Additional Information PHYSICAL REQUIREMENTS OF THE JOB: While performing the duties of this job, the employee is regularly required to use hands, fingers, handle, or feel tools or controls; read, speak and hear; and taste or smell. The employee frequently is required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee must have the ability to climb up and down steep ladders and stairs. WORK ENVIRONMENT: The employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
The employee is exposed to outside weather conditions and vibration. The noise level in the work environment is normally moderate but on occasion can be loud. The employee is required to climb stairs to reach the top of, and drop into storage tanks of up to 30 feet while performing their job.
