Job Description
SAIIA Construction is seeking an Environmental Compliance Manager in Hampton, VA, responsible for developing and implementing environmental strategies for projects. This site-based role includes ensuring compliance with environmental regulations, managing stormwater systems, and fostering relationships with regulatory bodies. Candidates should have at least 5 years of experience in environmental compliance, strong leadership skills, and knowledge of relevant regulations. The position offers a vehicle allowance and an annual incentive program.
Overview: The Environmental Compliance Manager will lead the development and implementation of strategic plans to achieve environmental goals for various projects. This role ensures that projects comply with all environmental regulations and operates within predetermined scope, schedule, and budget parameters. This is a site-based position located in Chester, VA, and includes eligibility for a vehicle allowance and an annual incentive program.

Key Responsibilities:
• Establish and maintain compliant programs and operations related to environmental management.
• Ensure adherence to federal, state, and local environmental regulations by keeping informed on legislation and advising management as needed.
• Guide contractors, consultants, and project teams on environmental best practices and compliance.
• Manage stormwater systems according to the National Pollution Discharge Elimination Systems (NPDES) requirements.
• Identify and secure necessary permits from environmental agencies to support project timelines.
• Develop and promote effective environmental policies, training, and procedures among managers and employees.
• Conduct environmental risk assessments, identify potential hazards, and implement preventive measures.
• Foster relationships with regulatory bodies to facilitate compliance and implementation of environmental strategies.
• Monitor and report on contractor environmental performance and compliance.
• Conduct on-site reviews to ensure compliance and develop recovery strategies as needed.
• Collaborate with project leadership to present project status and compliance updates.
• Complete additional tasks as assigned by the Division Manager.
Qualifications:
• Minimum of 5 years of professional experience in the Environmental Compliance field.
• In-depth knowledge of U.S. and Virginia Environmental regulations.
• Familiarity with energy management programs and related health and safety regulations.
• Understanding of civil engineering design and construction practices.
• Knowledge of mass grading, stormwater management, erosion control, and utility infrastructure.
• Ability to implement management techniques that enhance project performance.
• Strong leadership and interpersonal skills required.
• Critical thinking and analytical abilities are essential.
• Detail-oriented with the capability to manage multiple tasks in a fast-paced environment.
• Excellent verbal and written communication skills.
• Ability to interpret documents like blueprints and regulations.
• Proficiency in preparing reports and delivering presentations.
• Effective problem-solving and organizational skills.
• Capability to meet tight deadlines and manage competing priorities.
Supervisory Responsibilities:
• Lead and manage the Environmental team, ensuring alignment with organizational standards.
• Provide guidance and monitor team performance, including attendance and discipline.
• Oversee the professional development of team members.
• Promote a team-oriented environment and maintain positive employee morale.
• Assist in employee recruitment and manage performance-related processes.
Preferred Education and Experience:
• BA or BS in Engineering or Environmental Sciences.
• 10+ years of relevant experience preferred.
• General experience in Contract Administration may substitute for degree.
Work Environment:
• Primarily based in field offices or job sites with exposure to outdoor conditions.
• Potential exposure to chemicals and dirt from job sites.
• Noise levels may vary depending on location.
• Working around heavy machinery presents certain risks.
