Spencer Ogden is hiring a Senior HSE Officer in Boise, ID, to lead health, safety, and environmental initiatives for US operations. The role involves ensuring compliance with regulations, conducting risk assessments, and overseeing HSE audits. The candidate should have a relevant degree and certifications in occupational health and safety. Responsibilities include promoting safety awareness, managing safety policies, and coordinating with stakeholders for compliance.
Spencer Ogden is seeking a highly skilled and experienced Senior HSE Officer to lead and oversee health, safety, and environmental initiatives across our client's US operations. The successful candidate will ensure compliance with federal, state, and local regulations while fostering a culture of safety and environmental responsibility. This role requires a proactive and collaborative individual who can drive continuous improvement in HSE performance.

Our client is a global solutions provider and developer of cleantech water projects. Our client focuses on industrial water solutions, water reuse, waste minimization, Minimum Liquid Discharge (MLD), Zero Liquid Discharge (ZLD), and resource recovery of precious metals and minerals.

Responsibilities:
• Ensure adherence to OSHA, EPA, and other relevant regulations and standards.
• Prepare and submit required reports, permits, and documentation to regulatory agencies.
• Ensure compliance with national and international safety standards, regulations, and best practices.
• Conduct risk assessments and hazard analyses to identify potential safety issues and implement corrective actions.
• Oversee and conduct regular HSE audits, inspections, and investigations to ensure compliance and continuous improvement.
• Liaise with Construction Manager on workplace safety, health, and environmental issues to maintain a high level of safety.
• Maintain the risk management system and conduct risk assessments at the workplace, recommending measures to eliminate and mitigate potential risks.
• Organize and promote EHS activities and raise the safety awareness of site personnel.
• Enforce safety standards, conduct safety training, briefings, and safety promotion programs.
• Measure, monitor, and report WSH performance, safety statistics, and trends of key WSH objectives.
• Establish, implement, and maintain Emergency Preparedness and Response Plans, Occupational Health Program, Permit-to-Work System, and other related programs.
• Oversee and lead the Safety team and subcontractors in the implementation of the company’s safety systems at sites.
• Plan, administer, and implement safety policy and safety procedures in compliance with local safety regulations.
• Conduct team/individual WSH inspections and produce relevant reports, ensuring follow-up actions to ensure safety compliance.
• Lead and assist in investigating any near miss, incident, accident, or dangerous occurrence, recommending preventive measures.
• Conduct job hazard/safety analysis to determine safe working practices and engineering controls.
• Liaise and coordinate with stakeholders, authorities, agencies, and consultants employed by the developer/client.
• Facilitate and conduct internal auditing to ensure compliance with ISO9001, ISO14001, and OHSAS45001 standards.
• Ensure legal compliance with all statutory safety and environmental regulations and timely submission of mandatory documents.
• Carry out other duties as may be assigned from time to time by management.

Knowledge & Experience:
• Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, or a related field.
• Professional certifications such as CSP (Certified Safety Professional), CIH (Certified Industrial Hygienist), or CHMM (Certified Hazardous Materials Manager) are highly desirable.
• Registered Workplace Safety & Health Officer.
• Minimum 15+ years’ experience, with a minimum of 10 years as an EHS Officer or Advisor for a main contractor’s team on complex industrial projects and responsible for the contractor’s safety program.
• Proven experience managing HSE programs in the USA, including familiarity with OSHA and EPA regulations.
• Strong communication skills to convey ideas and technical information effectively with team and customers.
• Excellent customer orientation, willingness to deal with people, be flexible, and be able to meet customer demands.
• Professional development including EHS validated training in specific construction activities together with industry-recognized construction EHS management training.
• Deep knowledge of construction EHS best practices, awareness of the legal aspects, and ability to recognize all construction hazards and how to manage them.
• Successful track record in supporting and advising complex medium-sized projects.
• Proven ability to manage a safety program and create a safety culture through behavioral programs.
• Works independently with minimal supervision.
