Job Description

Seaboard Energy is seeking an Environment, Health and Safety Manager in Madera, CA. The role involves managing safety programs, compliance audits, and incident investigations, while providing leadership and training. Responsibilities include developing safety plans, monitoring compliance, and supervising plant employees. A Bachelor’s degree or relevant experience is preferred, along with knowledge of OSHA regulations. The position requires strong communication skills and the ability to lead safety initiatives.
SUMMARY: The Environmental Health & Safety Manager is responsible for the implementation, training, review, audit, promotion, and revision of the Safety Program and other applicable state-specific process safety and environmental programs. Communicate routinely with the Director of EH&S. Know and understand all operations jobs for the purpose of documenting, training, and optimizing.

RESPONSIBILITIES:
• Manage and assist with the development, revision, and coordination of all Safety program elements including Employee Participation Plans, Written Process Safety Information, Process Hazard Analyses, Written Operating Procedures, Training and Documentation, Pre-startup Safety Review, Incident Investigation, and Compliance Audits.
• Manage record keeping, reporting, and analysis for the above programs.
• Provide leadership and guidance for Federal and State program elements to ensure consistency throughout the facility.
• Monitor compliance progress and encourage timely completion of requirements.
• Provide technical expertise, guidance, and assistance to reduce risk and provide for a safe work environment.
• Evaluate site events and operational results and then respond with company policies, procedures revisions, and training recommendations.
• Lead and participate in compliance audits. Review ongoing program elements to ensure that they are being followed and any required documentation is properly updated and filed. Provide evaluations of ongoing programs to management as required.
• Ensure that corrective actions stemming from compliance audits are properly scheduled and implemented in a timely manner.
• Manage worker's compensation claim reporting within CCMSI. Work with the EH&S Director to ensure claims are managed properly.
• Manage and implement the company's safety programs and implement training on those programs as appropriate for employees, contractors, and visitors.
• Develop, and oversee metrics associated with safety performance. Use trends and KPI performance to make data-driven decisions.
• Develop safety and health plans annually with goals that include KPI’s with leading and lagging indicators. Create a process of continual improvement of related plans.
• Communicate and coordinate all testing with appropriate state agencies and state inspectors.
• Must be aware of current changes in regulations and industry updates related to the Renewable Fuels Industry. Communicate appropriate information to management.
• Supervise employees in the Plant under the direction of the Plant Manager. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees, planning, assigning, directing work, and resolving problems.

REQUIREMENTS:
• Bachelor of Science degree preferred; or 2+ years of experience and/or training in related field; or equivalent combination of education and experience.
• Practical and working knowledge of OSHA and Cal OSHA regulations is required.
• Prior supervisory experience and the ability to work with others is required.
• Experience with using and leading process hazard analysis studies is required.
• Prior process engineering or operations experience is highly desirable.
