What the role is:

The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, general waste disposal facilities, the Extended Producer Responsibility, Disposable Carrier Bag Charge, Mandatory Packaging and Waste Reporting schemes. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore.

Producer Responsibility Department (PRD) oversees the development, administration and regulation of Extended Producer Responsibility (EPR) Schemes for waste streams such as E-waste and packaging waste, as well as the Disposable Carrier Bag Charge and Mandatory Packaging Reporting scheme. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operator and the regulation of recycling facilities under the EPR schemes.

It is also responsible for the audit and verification of data submitted under the EPR schemes to ensure stakeholder confidence and integrity of the system.

What you will be working on:

You will be part of a dynamic team working in a fast-paced environment that will be involved in the planning, development and implementation of waste management policies, strategies and initiatives specifically relating to packaging and plastic waste management. This will include the disposable carrier bag charge, beverage container return scheme, Mandatory Packaging Reporting scheme as well as Extended Producer Responsibility (EPR) scheme for packaging waste management etc.

Depending on your suitability, you may be responsible for the following:
• Work with stakeholders including other departments/agencies to ope rationalise and implement the plans and roadmaps
• Administer and regulate the initiatives such as the disposable carrier bag charge, Mandatory Packaging Reporting and beverage container return scheme, including ensuring compliance of regulated stakeholders and premises and working on outreach and engagement efforts
• Ensure scheme operator’s and stakeholders’ compliance with relevant Acts, Regulations and licensing conditions, including review of submitted reports and plans, conduct on-site audits and inspections
• Assist in the development, maintenance and improvement of the online reporting system, including project coordination work with the system vendor
• Facilitate and organise stakeholder discussions, engagements and consultations as well as handle feedback and enquiries to ensure timely provision of information, clarification or advice
• Other duties as assigned including assisting in industry consultations and briefings and development of resources such as guidebooks for the industry

What we are looking for:
• Diploma in Chemical/Electrical/Mechanical/Environmental Engineering
• Passion for environmental protection and adept at working with corporate and public stakeholders
• Minimum 10 years of relevant experience in Sustainability, Environmental, and/or Waste Management
• Good organisation and project management skills, ability to manage multiple priorities and stakeholders at the same time
• Outgoing and pleasant personality; mature, independent and resourceful; highly self-motivated; patient and resilient; adaptable to diverse work scopes
• Good team player, strong interpersonal communication, writing and analytical skills
• Meticulous with an eye for detail
• Proficient with Microsoft Office, including Excel, Power Point
