Job Description
The Pakistan Centre for Philanthropy is seeking an Energy Transition Officer based in Islamabad. The role involves leading technical and advocacy efforts for decarbonization in Pakistan's export-oriented industries, particularly in textiles and apparel. Responsibilities include designing transition pathways, engaging stakeholders, conducting research, and coordinating with government and industry. The position may require travel within Pakistan to support project needs.
Overview
Alternate Development Services Pvt. Ltd (ADS) – Energy Transition Officer (ETO) (Female Position). Based in Islamabad, ADS is a research and capacity development firm registered with the Securities and Exchange Commission of Pakistan (SECP). ADS focuses on policy review and project implementation in alternative and renewable energy transition, industrial decarbonization, and environmental sustainability. ADS aims to enable informed policy positions and a robust, people-centered development framework that supports energy transition to renewable sources such as wind, solar, and other clean energies.
The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS’s initiative to transform corporate energy sources toward clean and green energy. ADS especially targets textiles and sports/apparel sectors and related supply chains, and MDBs, to switch to Net Zero by adopting cleaner energy sources.
Duty Station: Islamabad with potential travel to Punjab, KP, Sindh, and Balochistan depending on project requirements.
Role Purpose: The Energy Transition Officer will lead and support ADS’s technical and analytical work on energy transition and just transition frameworks, with emphasis on advancing clean-energy integration in Pakistan.
Responsibilities
• Lead ADS’s technical and advocacy work to accelerate decarbonisation in Pakistan’s export-oriented industries by scaling grid-connected VREs, enabling clean electrification, and reducing dependence on captive fossil-based generation.
• Design and implement practical transition pathways for targeted sectors (textile and sports/apparel), combining clean power procurement options with energy efficiency measures and phased adoption plans.
• Maintain a strong understanding of power market reforms and regulatory frameworks relevant to industrial energy procurement, including market design, transmission and wheeling arrangements, settlement mechanisms, loss allocation, and commercial considerations affecting corporate renewable energy offtake.
• Research and synthesize Pakistan’s energy mix, sector-specific energy use patterns, and viable transition pathways, including tracking progress relevant to corporate renewable commitments and procurement targets.
• Support and technically backstop stakeholder consultations, trainings, and roundtables with regulators, market institutions, industry associations, academia, and practitioners, ensuring each engagement produces actionable outputs, clear next steps, and follow-up trackers.
• Engage and negotiate with corporate and sector stakeholders to propose implementable clean-energy solutions and procurement strategies aligned with operational realities and supply-chain constraints, with defined responsibilities, timelines, and measurable actions.
• Participate actively in networks and coalitions working on energy transition, clean energy, and industrial decarbonization, and contribute to joint advocacy and knowledge exchange as required.
• Develop and maintain effective coordination with government ministries, regulatory bodies, public and private institutions, and industry associations to translate evidence and analysis into informed decisions and follow-up actions.
• Collect, organize, and analyze primary and secondary data required for research, monitoring, trainings, and stakeholder engagements; draft and finalize technical outputs (briefs, consultation notes, toolkits, monitoring updates) to ADS quality standards.
• Perform additional tasks as assigned by the Chief Executive and the Programme Manager.

Knowledge, Skills, and Experience Required
• Strong preference will be given to PhD candidates. A Master’s degree in Energy Policy, Environmental Economics, Engineering, Development Studies, or related fields is required.
• The ideal candidate will possess excellent writing and research skills, with a proactive and self-motivated approach to independently spearheading projects while leveraging organizational support as needed.
• Minimum 5 years of relevant experience in energy transition, renewable energy, or climate policy; understanding of CTBCM; experience running a campaign and lobbying for clean and green energy consumption.
• General understanding of energy and climate-related institutions (e.g., NEPRA, NEECA, PPIB, CCA) and their roles would be beneficial.
