Job Description
The California Governor's Office of Emergency Services is seeking an Associate Governmental Program Analyst for the Emergency Management Systems Unit. The role involves analyzing documents, shaping policies, and advising management on emergency management programs. Strong writing and communication skills are essential. The position is based in Sacramento, CA, with a hybrid work schedule of three days in the office and two days of telework per week.
Job Description And Duties
The Emergency Management Systems Unit (EMSU) seeks a highly analytical and skilled writer with a passion for public service to join the team as an Associate Governmental Program Analyst (AGPA). EMSU oversees key state-level programs that help shape California’s emergency management framework. Our work includes developing after-action reports, managing the Standard Emergency Management System and National Incident Management System integration, and programs such as the Emergency Management Accreditation Program and the Disaster Council Accreditation Program.

Working Conditions
The position is located in Mather, California, and is eligible for a hybrid work schedule, which includes three days in the office and two days of telework per week. Additional office days may be required based on operational needs.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
