Job Description
The Emergency Management Specialist at Pantex Plant in Oak Ridge, TN, will perform readiness assurance tasks for the Emergency Management Program. Responsibilities include leading assessments, ensuring compliance with DOE regulations, identifying corrective actions, and supporting training and drills. The role requires analytical skills to evaluate emergency management processes and involves significant independent judgment and discretion in business operations.
About the position
Under general direction of Readiness Assurance Manager, the employee will primarily perform readiness assurance tasks for the Emergency Management (EM) Program Organization but may also be tasked with actions pertaining to any emergency management elements including drills, exercises, and emergency response organization activities. In this role, the employee is responsible for ensuring a comprehensive, coordinated and documented EM program by leading the emergency management assessment program. The employee will be responsible for developing, assessing, inspecting or evaluating emergency management processes, organizational assessments, plans, standard operating procedures or guidance supporting emergency planning hazards surveys and analyses, and related end products, (e.g., identification of Emergency Planning Zone, emergency equipment/facilities, etc.), for compliance with requirements including DOE O 151.1 and DOE O 150.1. The duties include identification of corrective actions, completion of corrective actions, validation of improvements, identification of Lessons Learned, and dissemination of information to EM personnel and the ERO. The competencies include knowledge of and skill in applying analytical and evaluative methods and techniques to assess the efficiency and effectiveness of program plans and operations. The employee will apply detailed knowledge of the National Response Framework (NRF), the National Incident Management System (NIMS), Incident Command System (ICS) and applicable DOE orders and guidance to directly contribute to compliance management and compliance-related activities. The employee will also serve on the ERO and support the EMD in training, drills, or exercises as needed. The employee's primary duty is the performance of office or non-manual work directly related to the management or general business operations of the Company, and such primary duty includes the exercise of discretion and independent judgment denoted as follows: having the authority to formulate, affect, interpret, or implement management policies or operating practices; carrying out major assignments related to the operation of the Company's business; work that affects business operations of the Company to a major degree, and having the authority to commit the Company in matters having significant financial impact. Independent judgment and discretion involves the comparison and evaluation of possible courses of conduct and having the authority to make an independent choice, free from immediate direction with respect to matters of significance.

Requirements
• Bachelor's degree with a minimum of 4 years of relevant experience, or a Master's Degree with a minimum of 3 years of relevant experience.
