Job Description
We are seeking an experienced Hazard Analyst & Emergency Management Professional to support compliance and safety initiatives under DOE Order 151.1E, with a strong focus on Emergency Planning Hazard Assessments (EPHAs), risk analysis, and emergency preparedness. This role requires expertise in identifying, assessing, and mitigating hazards across natural, technological, and human-caused threats within DOE-regulated environments.
A key aspect of this role is collaboration with the Environmental, Safety, Hazards, and Quality (ESHQ) group, which oversees the chemical and hazardous identification program, industrial hygiene, and consequence assessment teams. The successful candidate will work closely with ESHQ experts to ensure seamless integration of hazard analysis into emergency planning, leveraging their expertise in chemical hazard identification, industrial hygiene, and consequence modeling.
The ideal candidate will have a strong background in hazard identification, risk assessment, and emergency management with direct experience supporting DOE emergency management programs, policies, and compliance requirements.
Key Responsibilities
Hazard Identification, Risk Assessment & DOE Compliance
• Develop and maintain Emergency Planning Hazard Assessments (EPHAs) in compliance with DOE Order 151.1E and 470.3C requirements.
• Identify, analyze, and quantify chemical, radiological, biological, and other industrial hazards in coordination with ESHQ’s chemical safety and hazard identification and control program.
• Perform quantitative and qualitative emergency management and security risk assessments for fires, explosions, toxic releases, and natural disasters using methodologies.
• Utilize hazard modeling tools such as EPIcode, ALOHA, and CAMEO to predict off-site impacts and inform response strategies.
• Be a member of the ESHQ Consequence Assessment team to refine risk modeling and emergency response strategies.
• Ensure hazard assessments are updated to reflect changes in facility operations, emerging threats, and evolving DOE regulations.
• Ensure compliance with DOE, OSHA, EPA, and IFC safety and emergency management standards.
Emergency Preparedness & Planning
• Work closely with ESHQ’s Industrial Hygienists and be a part of the Consequence Assessment team to integrate hazard data into Emergency Response Plans (ERP) and ensure alignment with DOE emergency planning requirements.
• Support emergency drills, tabletop exercises, and real-world emergency response efforts.
• Develop objectives and provide hazard analysis support for drill and exercise scenario planning.
• Serve in an on-call Emergency Response Organization (ERO) role, with the potential for 24/7/365 recall and extended duty assignments.
• Assist with compliance assurance for Emergency Management and Security programs within DOE-regulated operations.
Data Collection, Analysis & Technical Reporting
• Participate in hazard screenings for hazardous materials, biological agents, toxins, and radiological substances in collaboration with ESHQ’s chemical and hazard identification program.
• Utilize statistical software, spatial analysis tools, and modeling/simulation software to conduct hazard and consequence assessments.
• Prepare and present technical reports, programmatic plans, and briefs to both technical and non-technical stakeholders.
• Ensure the accuracy and regulatory compliance of all documentation for DOE audits and emergency planning initiatives.
Collaboration, Innovation & Continuous Improvement
• Work cross-functionally with ESHQ, Site Operations, Research Operations, Laboratory Protection, emergency management personnel, and DOE regulatory agencies to ensure full compliance and operational safety.
• Stay current with emerging DOE hazard analysis methodologies, risk assessment tools, and regulatory changes to continuously improve emergency preparedness strategies.
• Validate the implementation of risk mitigation strategies, including Safety Instrumented Systems (SIS), system redundancies, and advanced hazard modeling techniques.
Basic Qualifications
Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 4 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 4 or more years of experience or equivalent relevant education/experience. Applies extensive technical expertise, and has full knowledge of other related disciplines. Contributes to the development of new concepts, techniques and standards. Considered internal subject matter expert. Extensive knowledge of laws, regulations, principles, procedures and practices related to specific field. Excellent leadership, project management and problem solving skills. Ability to use various computer software programs.

• Minimum of 5 years of experience in hazard analysis, emergency planning, or risk management within a DOE-regulated environment.
• Experience working with ESHQ teams, including industrial hygienists, chemical safety experts, and consequence assessment analysts.
• Proficiency in technical writing, data analysis, and quantitative risk assessment modeling.
• Strong knowledge of hazard identification methodologies, including fault tree analysis, event tree analysis, and consequence modeling.
• Ability to work on-call in emergency response roles, including nights, weekends, and holidays.
Preferred Qualifications
• Minimum of 5 years of experience in hazard analysis, emergency planning, or risk management within a DOE-regulated environment.
• Experience working with ESHQ teams, including industrial hygienists, chemical safety experts, and consequence assessment analysts.

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Professional IV / Annual Salary Range: $81,500 - $146,700
