Job Description
The Electrical Commissioning Specialist at Bluewater Energy, Inc. in Jackson, MS, is responsible for managing equipment energizations in the Construction Zone, ensuring adherence to safety plans, and authorizing activities related to energized equipment. The role involves coordinating safety training, overseeing qualified workers, and approving energization processes. Travel may be required to various project sites including Reno, NV, and Columbus, OH. The position is not remote.
Job Description:
The Electrical Commissioning Specialist (ECM) will be the single point of responsibility for all equipment energizations in the Construction Zone (CZ). The ECM is a General Contractor’s (GC) identified competent individual who is responsible for coordinating, implementing and managing adherence to the GC’s Electrical Safety Plan, the customer/subcontractor pre-energization procedures, and the equipment manufacturer requirements. The ECM has sole responsibility in authorizing activities associated with first time energizations, working on energized equipment, or re-entry into equipment that has been previously energized. The ECM’s purpose is to create and maintain a safe workspace for all employees and protect equipment from damage. The ECM role is not required to be a dedicated position, is allowed to perform other tasks when ECM duties are not required and may be role applied to an already employed worker on site. Project consists of various sites (Jackson, MS/Reno, NV/Columbus, OH) and travel may be required.
Details:
• Individual shall adhere to Gray’s Site Specific LOTO Program and Energization Plan.
• Complete NFPA 70E training on Electrical Safety Related Work practices.
• Assign and train competent individuals as needed to monitor concurrent work. These individuals are able to represent the ECM when the ECM is not available and can perform duties in this section, but the ECM remains solely responsible for all above mentioned competent individuals and the overall Energy Marshal requirements.
• Confirm all individuals working on energized or locked out equipment are Qualified Workers based on NFPA 70E, OSHA, or an equivalent qualified electrical safety training standard. Gray shall keep records documenting Qualified Worker training.
• Support and attend meetings for the organization and scheduling of pre-energization activities during daily energization/commissioning meetings prior to energizing or deenergizing major pieces of equipment (or immediately prior to energizing or de-energizing equipment in the event of an unplanned or emergency need). All critical steps and safety concerns shall be identified and used to generate the daily work plans. Update the one line drawings of what is energized.
• Provide final approval prior to ALL energizations in the CZ. The ECM must fully review all pre-energization steps prior to approving energization.
• Serve as single point of contact for EC Lock Out Tag Out (LOTO) program that meets Grays requirements and LOTO activities. No LOTO work shall be performed without review by an ECM and Gray.
• Confirm existence of and review LOTO plans for all electrical work in the construction zone. The ECM shall ensure approved LOTO plan requirements are incorporated into daily work plans.
• Review one-line drawings and ensure all workers involved in LOTO activities are educated on the involved systems.
• Ensure completion of all owner and equipment manufacturer pre-energization and inspections.
• Verify all Foreign Objects and Debris (FOD) inspections are completed prior to beginning any energization process and ensure compliance with Gray and customer FOD requirements. All reentry into previously energized equipment shall be approved and managed by the ECM or Gray, who shall ensure appropriate FOD re-inspections and re-tamper tagging are completed prior to reenergization.
• Ensure tamper seals are installed and adhered correctly from pre-energization through the PFHO milestone. Any seals that fail shall be replaced immediately.
• Restrict access to electrical equipment during energization and commissioning activities through proper safety barriers determined and accepted by GC.
• Verify removal of temporary protective grounding/earthing equipment.
• Verify correct position of switches, circuit breakers, and transfer switches for control circuits, instrument transformer circuits, and power circuits.
• Verify test switches and terminal block disconnects/switches are in the correct position in accordance with the energization plan.
• For all electrical related MCM work in the Operational Zone that relates to GC work (busduct extension, MV breaker racking and closing, etc.), the ECM or Gray shall oversee all the work and be the sole person to provide approval to the customer Operations team to energize and deenergize circuits.
• ECM or EC Must have a copy of MOP (if required) in their possession to ensure all steps are followed in order and checked.
• Familiarity with multiple levels of power redundancy and major electrical equipment typically used in construction (Electrical Switchgear (MV & LV), Transformers (MV & LV), Uninterrupted Power Supply Systems, Automatic Transfer Switches, Generators, Power Distribution Units, etc.)
