The State of New Hampshire is hiring a full-time Environmental Lead Specialist in Concord, NH. About the position
The State of New Hampshire is seeking a full-time Environmental Lead Specialist within the Department of Health and Human Services, Division of Public Health Services. This position is crucial for inspecting, evaluating, and recommending control strategies to prevent or eliminate environmental lead contamination. The Environmental Lead Specialist will be responsible for coordinating and conducting field investigations and surveys to identify sources of lead exposure in various settings, including homes, schools, rental properties, and daycare centers. The role involves evaluating laboratory and field data to determine sources of lead exposure, particularly in cases of childhood lead poisoning. In addition to fieldwork, the specialist will review complex technical information to develop effective control strategies for environmental lead exposures. They will provide environmental case management for properties under Administrative Orders of Lead Hazard Reduction, assisting property owners in understanding their obligations under relevant state regulations. The position also includes providing technical assistance and educational programs to the public, environmental professionals, and rental property owners regarding lead poisoning prevention and compliance with state and federal regulations. The Environmental Lead Specialist will participate in educational training workshops and campaigns to communicate Division policies and guidelines on lead abatement techniques. Coordination with other state and local government units is essential to ensure that lead-poisoned children are returned to a lead-safe environment. The specialist will maintain extensive records and compile comprehensive reports to document programmatic activities, as well as participate in quality improvement and program evaluation initiatives to enhance the effectiveness of program activities. Field audits will also be conducted to ensure compliance with lead abatement rules and regulations.
Responsibilities
• Coordinates and conducts field investigations and surveys to identify sources of lead exposure in homes, schools, rental properties, day care centers, and related structures.

• Evaluates laboratory and field data to determine sources of lead exposure in childhood lead poisoning cases.

• Reviews complex technical information to develop control strategies for environmental lead exposures.

• Provides environmental case management for properties under Administrative Order of Lead Hazard Reduction to assist property owners' understanding of obligations under RSA 130-A and He-P 1600.

• Provides technical assistance and educational programs to the public, environmental professionals, rental property owners, and others regarding lead poisoning prevention and state and federal regulations.

• Participates in educational training workshops and campaigns to communicate Division policy and guidelines on lead abatement techniques.

• Coordinates programmatic activities with other units of state and local government to ensure lead poisoned children are returned to a lead safe environment.

• Maintains extensive records and compiles comprehensive reports used to document programmatic activities.

• Participates in quality improvement and program evaluation initiatives to support continued development and effectiveness of program activities.

• Conducts field audits to determine if licensed lead professionals are conducting activities in compliance with RSA 130-A and HeP 1600 rules for lead abatement, risk assessment, inspections and training.
Requirements
• Bachelor's degree from a recognized college or university with major study in environmental law, environmental engineering, biotechnology, biochemistry, environmental health, chemistry, environmental science, environmental studies, environmental toxicology, industrial hygiene, biology, laboratory science, zoology, physics, public health, toxicology, radiological science, microbiology.

• Four years' experience as an Environmentalist, or in a related field such as toxicology, industrial hygiene, chemical waste management, environmental epidemiology, environmental chemistry, or environmental health.

• Eligibility for N.H. driver's license for performing professional field work.
