About the position

The Environmental Compliance Specialist (Technical Manager V) is responsible for providing specialized environmental compliance expertise across the Illinois Department of Transportation. This role focuses on developing and implementing the department's Environmental Management System (EMS), ensuring compliance with federal and state regulations related to pollution prevention and chemical waste reduction. The specialist will lead initiatives for systematic improvements, provide training, and offer technical assistance to address compliance concerns effectively.

Responsibilities
• Direct and implement the department's EMS program to achieve compliance with applicable regulations.

• Maintain and actively use the web-based Environmental Management Information System (EMIS).
,
• Conduct regular Environmental Compliance Assessments (ECAs) on all facilities and maintain compliance policy documents.
,
• Prepare and update departmental policy D&E-30 and associated EMS manuals.
,
• Develop and implement environmental compliance best management practices (BMPs) and training materials.
,
• Maintain the department's EMS SharePoint site and shared email accounts for compliance issues.
,
• Provide expert input on environmental compliance topics in departmental procedures and manuals.
,
• Administer waste disposal contracts and chemical spills program in collaboration with the Chief Bureau Officer (CBO).
,
• Monitor and track environmental and compliance permits and regulatory notifications.
,
• Develop and conduct training for various environmental compliance topics.

Requirements
• Bachelor's degree in a relevant field such as chemistry, geology, environmental science, or public health.

• Three years of experience with environmental compliance techniques and audits for industrial or governmental operations, or eleven years of relevant experience without a degree.
,
• Strong knowledge of environmental and pollution control laws, particularly in the United States and Illinois.
,
• Proficiency in Microsoft Office Suite, including Excel, Word, and Access.
,
• Experience with records and data management, and geographic information systems (GIS).
,
• Strong oral and written communication skills.

Nice-to-haves
• OSHA 40-hour HAZWOPER training certificate or willingness to obtain within 3 months of hire.

• Certification as a Registered Environmental Manager or similar credentials.
,
• Continuing education related to environmental compliance and pollution prevention.
