Messiah College is seeking an Environmental Operations Manager responsible for overseeing environmental programs in compliance with state and federal laws. Key duties include directing staff, coordinating operations, developing plans, and ensuring program objectives are met. Candidates should have a bachelor's degree in a related field and five years of relevant experience, including managerial roles. Preferred qualifications include knowledge of water quality regulations and experience in scientific data review.

the energy & environment environmental operations manager is responsible for planning, coordinating, and directing the operation of environmental programs. This position is governed by state and federal laws and agency policy.
functions
provides direction to managers and staff by interviewing and making recommendations for hire, providing assistance to staff in resolving work problems, approving personnel actions, evaluating the performance of incumbents, and ensuring objective performance appraisals. Plans, coordinates, and directs various environmental operations, establishes operational priorities, coordinates operations with other functions within the agency, and ensures that program objectives and standards are established consistent with overall goals.
Directs and coordinates the implementation of programs by developing short and long-range plans to ensure compliance with state and federal laws and regulations. Develops, evaluates, and interprets new and revised rules, policies, and procedures to assess the impact of the proposals on the administrative or program systems and ensures that each proposal responds to program needs and is consistent with state and federal laws.
Consults with and advises support staff to exchange information and explain administrative and program objectives, policies, procedures, and standards to identify the impact of work problems and formulate possible solutions. Performs other duties as assigned.
knowledge, skills and abilities
knowledge of the physical and chemical properties of substances harmful to man and/or the environment. Knowledge of the principles and practices of organizational management. Knowledge of state and federal laws governing hazardous and toxic materials. Knowledge of department policies and programs. Knowledge of state budget procedures. Ability to establish comprehensive organizational systems and to direct operations through subordinates. Ability to analyze scientific reports to identify permit violations.
Ability to negotiate issues or mediate differences between individuals or groups. Ability to estimate cost, time, manpower, and materials required to support current or planned operations. Ability to prepare detailed written reports of technical information and to make oral presentations.
minimum qualifications
the formal education equivalent of a bachelor's degree in environmental science, engineering, biology, chemistry, geology, or a related field; plus five years of experience in environmental protection, operations, or a related field; including two years in a managerial, supervisory, or leadership capacity involving regulatory or enforcement activities. Additional requirements determined by the agency for recruiting purposes require review and approval by the office of personnel management.
Other job related education and/or experience may be substituted for all orpart of these basic requirements, except for certification or licensurerequirements, upon approval of the qualifications review committee.
