Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Drinking Water Compliance Officer - Analyst 3 for the Boise Regional Office.

Salary Range: $32.00 - $34.50

Responsibilities:
• Provide technical assistance to public drinking water system operators, administrators, municipalities and the general public regarding the implementation of state and federal drinking water rules and regulations.

- Respond to drinking water complaints.

- Review sample results.

- Monitoring schedule assistance for current and future monitoring requirements, sampling procedures and/or locations.

- Issue appropriate response actions to contaminant detections or maximum contaminant level exceedances.

- Explain and interpret the Idaho Rules for Public Drinking Water Systems and the Safe Drinking Water Act.

- Conduct regular sanitary survey inspections, including the actual site visit and summary report completion and submittal.
• Maintain the Safe Drinking Water Information System (SDWIS) database and other related electronic filing or maintenance programs.

- Create and run queries to extract data.

- Review and update monitoring schedules and system contact information.

- Review and complete routine compliance runs and assign needed violations.

- Enter and track sanitary surveys and public notification requirements, electronic document management system (EDMS) filings, and Quality Assurance/Quality Control (QA/QC) Tool review and resolution.
• Track and maintain all compliance issues including enforcement actions.

- Prepare enforcement referrals for consent orders, compliance agreement schedules, or notices of violation.

- Coordinate and attend preliminary compliance and enforcement meetings with systems.

- Negotiate enforcement terms and timelines.

- Track compliance with milestones of enforcement agreements.

- Provide guidance for enforcement issues.

- Review and resolve any items on the Enforcement Response Policy (ERP)/Enforcement Targeting Tool (ETT) report.
• Provide oversight and technical assistance under the contract between DEQ and both Southwest District Health (Health District 3) and Central District Health (Health District 4) regarding sanitary survey inspections, monitoring schedules, waivers, enforcement, and any other items outlined in the contract agreement.
• Stay up to date on current and proposed federal drinking water rules and regulations by attending monthly program conference calls and in-services, attending drinking water training events, and participating in workgroups as needed.
• Review, evaluate and approve or deny drinking water monitoring waiver applications submitted by public water systems. Provide any technical assistance to water systems regarding their monitoring waivers as needed.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Qualification

DEQ 5705 Data Management

Have at least one year of experience performing data management activities such as database development and/or maintenance; data collection, analysis, research, and tracking; and developing tables, queries, forms, and reports.

DEQ 3128 Water

Have considerable knowledge of water quality that has been gained through possession of a college degree (or work experience equivalency) and two (2) years of any combination of post baccalaureate education or work experience interpreting, enforcing, or ensuring compliance with the requirements of the following: Clean Water Act, Safe Drinking Act, and/or state environmental rules. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

DEQ 3138 Inspections

Have good knowledge of scientific principles and industrial, municipal, and/or private processes that has been gained through possession of a college degree in the Biological Sciences, Chemistry, Geology, Chemical, Civil or Environmental Engineering, Environmental Science, Environmental Education or a closely related field; AND one (1) years of full-time work experience conducting industrial/commercial, municipal, and/or private system inspections, including determining facility compliance with rules, statutes, and permits; conducting on-site educational activities; and investigating citizen complaints as a major function of the job; OR possession of an unrelated degree or a combination of education and experience equivalent to a four year undergraduate degree; AND four (4) years of full time experience as described above.

• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Some travel may be required.

• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Ability to work on elevated instrument platforms, ladders, etc
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance
• Although not hazardous waste or materials that would require health monitoring, there is potential to be near drinking water treatment chemicals.
