Job Description: Parsons is a leader in designing and delivering innovative infrastructure solutions, and we are expanding our drainage and stormwater expertise in Texas. We are looking for a H&H/Drainage Project Manager to lead high-impact projects, develop client relationships, and drive growth in the region. This role is a casual employee with flexible hours. Work on large-scale infrastructure projects for Harris County, TxDOT, municipalities, and other agencies. Collaborate with multidisciplinary teams to develop resilient, sustainable solutions. Drive business development efforts to expand our drainage practice in Texas. Enjoy a hybrid work schedule with flexibility. Key Responsibilities: Manage the design and execution of drainage and stormwater management projects. Serve as a technical expert for hydrologic and hydraulic modeling, stormwater conveyance design, floodplain analysis, and erosion control. Build and maintain relationships with Harris County Flood Control, Harris County Engineering, Harris County Precincts and other Texas municipalities. Lead project teams, ensuring projects are delivered on time and within budget. Support business development, including proposal writing, client presentations, and contract negotiations. Stay current on Texas drainage regulations, FEMA floodplain requirements, and local permitting. Qualifications: 15+ years of experience in drainage, stormwater, and flood control project management. Professional Engineering (P.E.) license in Texas (or ability to obtain within 6 months). Extensive knowledge of Harris County drainage criteria, FEMA regulations, and local stormwater requirements. Expertise in hydraulic and hydrologic modeling software (e.g., HEC-RAS, HEC-HMS, SWMM, etc.). Strong business development and client relationship skills. Ability to lead multidisciplinary teams and manage project budgets. Preferred Experience: Experience with large-scale transportation drainage projects. Familiarity with green infrastructure, low-impact development (LID), and sustainable stormwater practices. Background in municipal stormwater master planning and flood mitigation.
