Job Description

The Green Bay Area Public School District seeks a Director of Finance to oversee accounting and payroll activities, ensuring compliance with budgetary and regulatory standards. The role involves collaboration with the Chief Financial Officer, managing staff, and maintaining financial records. Candidates should have a Bachelor's in Accounting/Finance and relevant experience. The Green Bay Public School District is pleased to share a Director of Finance employment opportunity. The successful candidate for this position will be responsible for supervising, directing, coordinating and evaluating activities in the areas of accounting and payroll. By establishing and maintaining efficient procedures and effective records for all District transactions in accordance with the District budget, as well as state and federal guidelines, the Director of Finance works in partnership with the Chief Financial Officer to prepare and present the budget and serves as a financial/budget resource to Schools and Departments. Qualifications Required:

Education: Bachelor’s Degree in Accounting/Finance

Experience: Minimum of three (3) years of successful accounting or school finance experience; Minimum of three (3) years proven experience leading and managing staff

Knowledge: Possesses knowledge of Generally Accepted Accounting Principles; Possesses knowledge of accounting/school district accounting; Is familiar with state statutes dealing with school districts; Is familiar with various investment instruments

Qualifications Preferred:

Certification: Certified Public Accountant (CPA) Certification or Wisconsin Department of Public Instruction School Business Manager (08) License

Reports to: Chief Financial Officer

Terms of Employment: 12-month position with salary and benefits determined by the Board of Education; follows the Green Bay Public School District Employee Handbook

Supervises: Manager of Payroll, Accounting and Payroll Department Staff

Essential Functions:

7. Maintains daily cash flows and works with banking institutions to invest District funds in accordance with District policy and established procedures.

8. Researches, interprets, and assures compliance with laws and regulations affecting the Business Services Division.

9. Provides supervision and leadership in the ongoing development, improvement, and evaluation of the Accounting and Payroll Departments.

10. Develops Accounting and Payroll Department goals, objectives, priorities, and budgets.

11. Monitors budget and program compliance for federal and state grants, including but not limited to ESSA, Special Education and Head Start.

12. Evaluates the District’s banking services, prepares banking services proposals and takes necessary steps toward improvement of these services.

13. Conducts internal audits and reviews District policies.

14. Coordinates and supervises financial software implementation, planning, and upgrades.

15. Reviews system processes and makes recommendations to achieve efficiencies.

16. Compiles, analyzes, and provides monthly and annual financial reports for state, federal, and district use.

17. Reviews current budget and financial statements.

18. Assists in state, federal, and local audits.

19. Assists in the preparation of the annual Financial Statements for the year end audit.

20. Assists in determination of Other Post-Employment Benefits Liability.

21. Assists the Chief Financial Officer in the development and administration of the District’s budget.

22. Evaluates the financial status of the District’s self-insurance program and assists in the development of health insurance rates.

23. Monitors the spend down of capital projects.

24. Monitors the financial condition of the food service program and meets with the food service staff on a regular basis.

25. Works closely with the bookkeepers to establish policies and procedures to ensure internal controls are in place surrounding the accounting functions at the secondary schools.

26. Maintains the debt schedules and coordinates all debt issuances for the District.

27. Attends Board of Education meetings as requested by the CFO.

28. Performs all other duties as assigned by Supervisor.

Job Type: Full-time

Pay: $123,583.00 - $143,705.00 per year
