Position Summary

Under the direction of the Vice President of Operations the Director of Emergency Management, Security, and Business Resiliency plans, organizes, directs and implements programs related to corporate and infrastructure security, business continuity, and emergency management and response operations. This includes development and maintenance of supporting programs including preparedness and response plans for natural disasters; contingency plans for interruption of key organizational systems and functions; prevention and response to security incidents and unauthorized activity; and other related work as required. Coordinates various program development and training activities with other departments, workgroups, key contractors and partner first responder and mutual aid agencies.

The incumbent is responsible for implementation and ongoing maintenance of (1) emergency preparedness and operations plan and procedures, (2) business continuity management plan and policies, and (3) security preparedness and response programs, policies, procedures, and day-to-day security administration. Directs and oversees responsibilities of Physical Security Manager.

Specific Responsibilities
• Prepares and maintains the master Emergency Response Plan.
• Coordinates preparedness and response planning and procedures for specific drills and practice events with company staff, local and state government agencies and other community groups; provides advice and technical assistance to operating departments regarding operating and resource requirements that would be imposed in the event of a disaster.
• Designs, test and oversees the installation and setup of equipment for use in the emergency operation center; conducts post disaster/event after-action evaluation and analysis, and provides recommendations to improve readiness and response tactics and strategies.
• Acts as the Company’s representative in local, state, and regional disaster planning and exercises.
• Coordinates and evaluates simulated field and office practice drills on a routine schedule.
• Leads and coordinates assigned committees.
• Organizes and directs training on policies and practices to be followed during an emergency. Coordinates the preparation and ongoing maintenance of the Company’s Business Continuity Management Plan including, leading departments in the routine evaluation of company processes, workflows.
• Identification of internal and external dependencies on resources, systems, suppliers, and contracted services.
• Coordinate with Company’s operating units to eliminate risks and/or develop contingency plans.
• Update and manage the documentation of related policies, procedures and contingency plans. Identification and development of required policies, procedures and resources necessary to manage security systems (ex. access control systems, electronic surveillance, patrolling, incident investigation and reporting, communications with law enforcement agencies).
• Participates in the review and recommendations for acquisition of security system hardware and software; maintains awareness and understanding of contemporary developments in methods, technology, equipment and other resources used in emergency preparedness, response, training, and critical infrastructure and corporate security systems.
• Performs related special project work for various operating departments as assigned.

Required Knowledge Skills & Abilities
• Extensive knowledge of the principles of planning, developing, implementing and assessing emergency management programs and response strategies relative to man-made or natural disasters.
• Emergency recovery planning and methodologies including elements involved in the development of master emergency operations plan resources, communication, equipment, facilities and others; local, state and federal laws and regulations regarding emergency services and hazardous materials management.
• Skilled in coordinating emergency preparedness and response activities in a cooperative relationship with governmental agencies and community groups.
• Working knowledge of key components of an effective business continuity management plan.
• Experience in conducting business impact analysis, plan development, table-top exercise development and execution; and knowledge in risk assessment techniques.
• General knowledge of modern security systems, policies, procedures and overall program management.
• Knowledge and skilled in project management in a multi project environment. In addition, must have strong skills in the following areas:
• Ability to interpret and apply Federal, State, and local policies, laws, and regulations.
• Formulate compliance strategies and develop program implementation plans.
• Clear and concise communication skills, both orally and in writing.
• Maintain effective working relationships with company staff and contractors/consultants.
• Problem analysis, development of alternative solutions, and implement recommendations in support of goals.
• Prepare clear and concise administrative and financial reports.
• Applicable principles in effective leadership, performance/compliance monitoring, communication, innovative training techniques, effective listening, and conflict resolution.
• Use of personal computer and current applications of word processing, spreadsheet, object-oriented drawing (MS Visio) and presentation software programs.
• Knowledge of Emergency Management and Security applications. Familiarity with Access Control and Video Surveillance applications a plus.

Required Education and Experience
• Bachelor’s degree or equivalent in business or public administration, emergency management, engineering, or a closely related field. Relevant work experience may be substituted for college degree.
• Certified Emergency Manager (CEM), International Association of Emergency Managers (IAEM).
• Minimum of 10 years of experience in emergency management and response AND three years of experience in business continuity management and security. All experience to be in a supervisory capacity.

Other Requirements
• Must possess a valid California class C driver’s license and have a satisfactory driving record.
• SWRCB Certifications in Treatment and/or Distribution; Security Certifications (PSP, CPSP) a plus.
