Job Summary:

The Director, Capital, Sustainability, and Construction Management
Services is a strategic partner to advance College's mission of
student success. Primary responsibilities include coordination,
direction, and budget oversight of the procurement and contract
administration which includes managing monthly procurement board
action reports, liaison with government purchasing cooperatives,
disposal of surplus/obsolete assets, manage procurement card (P
Card) program, facilitate major construction project
purchases/contracts, administer insurance and bond requirements,
manage new vendor intake, vendor file maintenance, and annual
vendor performance reviews and administer the Disadvantaged
Business Enterprise Program.

Responsibilities also involve ensuring compliance with federal,
state and local regulations pertaining to the purchase of goods and
services. This would include promoting the use of full and open
competition in awards made of College-wide contracts and changing
procedures that may be impeding the competitive procurement
process. Responsible for implementing e-procurement technology
critical for improved financial system integration, increased
strategic sourcing and improved inventory control
requirements.

The successful candidate must possess the ability to think
critically, analytically, and strategically to address the ongoing
and changing needs in higher education and government procurement,
along with solid interpersonal skills and effective conflict
management/resolution skills. Work requires considerable
independent judgement, discretion and initiative in carrying out
the operations of the department working with using departments.

Job Description:

Operations Management - 40%

Provide administrative oversight and be responsible for the
planning, directing, and coordinating operations of the College's
centralized procurement of supplies, materials, services and
equipment over $25,000. This includes purchasing technology systems
and major capital construction projects, insuring insurance bonding
requirements are in full compliance, approve contracts with
appropriate business terms, ensure front end order details for
appropriate inventory control, disposal of obsolete and surplus
assets, administer the purchasing card and Disadvantaged Business
Programs.

Oversees the competitive procurement process, the processing of
requisition/purchase orders and contract administration process
while ensuring compliance with federal and state laws, Board
policies and other relevant legislation, in alignment with State
aspirational DBE goals.

Prepares and communicates information regarding contract status,
risk, compliance, modifications, non-standard terms, negotiations
and completion or termination.

Works with Finance Department managers on managing inventory
control and producing reports related to inventory.

Prepares operational reports as required by state, federal, and
local agencies and as needed by the Vice President for Business
Services & Finance and the President.

Proposes improvements to the current purchasing system that will
result in lower cost of doing business while improve vendor
relationships.

Supervises the disposal of obsolete or surplus assets through
public auction, reassignment of assets to Lake County schools and
general disposal.

Strategic Leadership & Project Management: 30%

Maintains a collaborative approach towards procurement and
contract management for the College - communicating with other
administrators, staff, faculty, external stakeholders and various
agencies as needed, seeking value and economies of scale,
relationship and performance management of suppliers, and offering
sound advice on all areas of the colleges purchasing and contract
activity.

Assists with identifying major departmental needs and the planning
of long-term purchasing programs for the College.

Promotes the advantages of cooperative purchasing within the
College and with local and regional entities.

Prepares and maintains various reports, files, records and other
documents in a timely and accurate manner. Assists stakeholders
with preparation of Board action items requiring Board
approval.

Monitors suppliers' performance, against contract requirements;
while ensuring service level agreements (SLAs) and key performance
indicators (KPIs) are met to drive improvement. Act as key point of
contact with risk manager/insurers assisting with identifying risk
management for contracts. Act as key point of contact with
College's attorney with reviewing complex contract terms and
conditions.

Takes an active role in driving customer service with an emphasis
on service improvement and process which includes developing
policies, procedures and training materials for end users; as well
as conducting ongoing training sessions.

Maintains current knowledge of new legislation, government
policy, best practice and relevant external factors relevant to
procurement and contracting activity.

Personnel Management: 20%

Assists in providing professional leadership in the recruitment
and in-service training of staff members in his/her area. Attends,
conducts and participates in meetings, seminars, committees and
conferences. Presents and represents CLC in the
community.

Other: 10%

Actively supports shared governance OFC committees'
assignments. Demonstrates solid commitment to CLC values,
goals and initiatives. Demonstrates the Service Excellence
communication method towards customers and ensuring student success
is at the forefront of all we do, while building the College's
reputation as a premier educational institution.

General Administrator Job Responsibilities

1. Model College of Lake County Values at all times.

2. Remain current and knowledgeable of all applicable Board Policy
and related procedures.

3. Remain knowledgeable and comply with all federal and state
standards, and College Policies and procedures. Assure proper
internal controls within all levels of the division or department,
establish and utilize monitoring mechanisms and assure regular
training of managers/supervisors and staff.

4. Accountable for division/departmental expense processing
including procurement of items and services, and accurate payroll
and attendance for the division or department. Assure proper
internal controls are in place, monitor and train
staff.

5. Accountable for maintenance of departmental records per federal,
state and College of Lake County standards.

6. Fosters regular clear and consistent communications within
division/department; assuring communications are messaged at all
levels of the division and/or department.

7. Foster positive employee relations, assuring this is cascaded
throughout all levels of managers and supervisors within the
division and/or department, and that includes regular employee
feedback, recognition and progressive discipline where needed.
Assure timely and consistent performance evaluation processes are
followed at all levels within the division or
department.

8. Support the growth and development of personnel within the
division and/or department, assuring this support is cascaded
throughout all levels of managers and supervisors within the
division/department.

9. Exercise appropriate discretion and judgment; maintain
confidentiality of sensitive information and documents. Avoid
conflicts of interest. Report issues as they arise.

10. Participate in Shared Governance; serve on institutional level
councils, commissions and/or committees. Foster the encouragement
of employees at all levels within the division/department to
participate in committees, councils, commissions and/or
projects.

KNOWLEDGE, SKILLS AND ABILITIES: College: Knowledge
of college policies, procedures, and practices; ability to apply
common sense understanding to carry out instructions furnished in
written, oral, and diagram form; ability to perform all essential
functions using safe work methods and following safety regulations
relating to job; knowledge of the Family Educational Rights and
Privacy Act (FERPA).

Physical: Primary functions require sufficient physical ability and
mobility to work in a classroom setting; to stand or sit for
prolonged periods of time; to occasionally stoop, bend, kneel,
reach; to lift, carry, push, and/or pull light to moderate amounts
of weight; to operate office equipment requiring repetitive hand
movement and fine coordination including use of a computer
keyboard; and to verbally communicate to exchange
information.

Required Qualifications:

Master's degree in business administration, finance or
accounting with a minimum of five (5) years demonstrated
progressive supervisory experience in procurement and contract
administration within government or private sector.

OR

Bachelor's degree in business administration, finance or accounting
with minimum of eight (8) years demonstrated progressive
supervisory experience in procurement and contract administration
within government or private sector.

2. Thorough understanding of applicable contract law and related
contract issues and trends.

3. Thorough understanding of State of Illinois Complied Statutes
which govern procurement which is not limited to Community
Colleges.

4. Advanced knowledge and experience with ERP systems
(preference given to PeopleSoft & Oracle) and Microsoft Office
Products.

5. Must possess strong collaboration skills and team-building
skills along with strong organizational, time management, planning
and project management skills.

6. Demonstrated sensitivity, knowledge, and an understanding of the
diverse academic, socioeconomic, gender, cultural, disability, and
ethnic backgrounds of the students we serve and sensitivity to and
knowledge and understanding of groups historically
underrepresented.

7. Demonstrated commitment to sustainability.

8. Professional communication skills, both written and verbal, with
an ability to prepare clear, concise reports and documentation.

Desired Qualifications:

Significant supervisory experience (7 -10 years) with
governmental procurement and contract management, with preference
in Public or Higher Education industries.

2. Advanced knowledge and experience with PeopleSoft Finance
System.

3. Demonstrated experience developing and implementing compliance
and quality assurance programs.

4. Certification through the National Institute of Governmental
Purchasing (NIGP) or the Institute for Supply Management (ISM)
required. Other acceptable certifications include: Certified
Purchasing Manager (CPM), Certified Professional in Supply
Management (CPSM) or Certified Public Purchasing Officer
(CPPO).

Salary: $110,000-$121,100 The salary offer in this range
will be based on education and experience.
